投标人资格要求：1.本项目只接受制造商作为投标人，不接受代理商投标。如有特殊情况代理商直接投标，则需由制造商法人或销售最高负责人在购买标书前提供书面解释说明，并承诺对投标文件合同内容承担连带责任，招标代理机构对其审核同意后方销售标书。2. 本项目不接受在一汽集团以往招投标过程中提供过虚假文件或有围标、串标等违法行为或存在无理质疑行为的投标人购买标书。1.This project will accept only the manufacturer as the bidder; no any authorized agent is acceptable. If in any particular situation the authorized agent need to participate this bidding directly instead of the manufacturer, the agent shall provide a written statement signed by the legal person or the top sales manager of the manufacturer, stating that the manufacturer shall bear the responsibility for whatever the agents bidding documents contends contains, to the tendering agent prior to the purchasing of the bidding document. The tendering agent will sell the bidding document only after the statement is found true and necessary.2. The tendering center will reject to sell bid documents to those bidders who 1, has ever provided untrue information to the tenderee ( including tendering agent) 2, has the activities such as colluding in bid and other illegal conduct 3, oppugned unreasonably during whole bidding process.
