河北安惠招标有限公司受买方委托对下列发包内容进行国际公开竞争性招标。于2011年04月29日发布招标公告，现邀请合格投标人参加投标。
一、工程概况：
1. 工程名称：保定天威保变电气股份有限公司印度国家电网（PGCIL）T3项目土建施工
2. 建设地点：印度Jhatikara、Bhiwani、Meerut
3. 工期要求：详见招标文件
4. 发包范围：
天威保变在印度国家电网T3项目中已中标，合同编号C-14908-S016-3/P-203 & P-205/G1。现决定邀请合格投标人参与竞争性公开招标，发包范围包括但不仅限于投资方提供的图纸内容，详见招标文件。本项目共分两个标段：
一标段：Jhatikra 变电所3台500MVA, 单项自耦变压器；
Meerut 变电所7台500MVA, 单项自耦变压器；
二标段：Bhiwani 变电所7台333MVA, 单项自耦变压器。
发包范围包含：
（1）以上变压器沿公路与铁路、起重器支垫卸载栈台、拉板、格栅的地基施工；
（2）变电所防火墙施工；
（3）Jhatikara, Bhiwani & Meerut变电所变压器区域内及连接至变压器间主电缆槽的沿沟盖板和管沟及与公路、铁路、排水系统相交的电缆槽施工；
（4）设备基础施工；
（5）总配线箱和通用配电箱基础施工；
（6）中标方须对基础施工图纸和数据进行深化设计，图纸会随后提供。详见招标文件。
二、资格要求
1. 潜在投标人须申请获取PGCIL和BTW的批准，须已在印度国家电网批准名单中，或准备好批准申请文件申请批准，申请文件包括公司简介、近五年的财务审计报告、近三年其他类似项目业绩、营业执照、参考资料及质量证书等。投标人须在投标文件中提供已在国家电网批准名单中的证明文件，或出具中标后保证获得审批的承诺函。
2. 全部施工内容须在投标人自有人员的监控之下，须监控数据变化，不允许再次分包。BTW将派驻人员进行监督。
3. 投标人须遵循印度国网批准的《建筑行业质量计划》。并且投标人须提交详细的《建筑行业质量计划》并报印度国网批准。投标人须提交进度图。
三、报名、领取文件及开标信息
1. 招标文件售价：招标文件两个标段共计人民币1000元或150美元，邮购另加人民币200元或30美元。投标人须同时投两个标段，只选择其中一个标段投标的投标文件将被拒绝。
2．投标人报名及领取招标文件时间：从2011-04-29 09:00至2011-05-09 17:00（GMT＋08:00 北京时间,节假日以及每日午休时间除外）

Entrusted by the purchaser, HEBEI ANHUI TENDERING CO.,LTD invites sealed bids from eligible suppliers home and abroad for the supply of the following scope of work by way of International Competitive Bidding. The tender notice is released on www.chinabidding.com.cn on April.29, 2011.
1. Construction work of Baoding Tianwei Baobian Electric Co., Ltd. T3 Contract from PGCIL of India.
2. Construction Site: Jhatikara, Bhiwani, Meerut in India.
3. Requirement for construction period: please see the Bidding Documents.
4. Scope of work:
Awarded a T3 contract (Contract No.C-14908-S016-3/P-203 & P-205/G1) from PGCIL of Indian, BTW has decided to set up, as an owner to invite bids from eligible bidders on Competitive Bidding. The scope of civil works shall include but shall not be limited to civil works for the following based on Employer supplied drawings. Please see the Bidding Documents for details. There are to packs as follows.
Pack 1:
3 units of 500MVA, 1-Ph Auto transformer at Jhatikra Substation, and,
7 units of 500MVA, 1-Ph Auto transformer at Meerut Substation.
Pack 2:
7 units of 333MVA, 1-Ph Auto transformer at Bhiwani Substation.
The scope of work includes:
（1）Foundation along with road cum rail tracks, jacking pads unloading platforms, Pulling Block, Gratings etc for the transformers mentioned above;
（2）Fire protection walls as per requirement at Jhatikra, Bhiwani & Meerut Substations.
（3）Cable trenches along with covers and sum pit, cable trench crossing with roads, rail tracks, culverts etc. required in the transformer area and up to the main cable trench of transformer bays at Jhatikara, Bhiwani & Meerut Substations.
（4）Foundation for Equipment support structures and other structures as mentioned at clause no 2.1.2 below.
（5）Foundation for Marshalling box and common Marshalling box shall be carried out by the Bidder.
（6）BTW will furnish all relevant drawing/data for design of foundation by the Employer, and the drawing will be submitted later. For the details please see the price schedule.
II．Qualification Requirement
（1） As the prospective bidder should submit to PGCIL and BTW for approval, they shall be in the approval list of PGCIL or prepare the document for PGCIL and BTW approval, which including the company presentation, balance sheets in last five years, and list of supplies made to other utilities in last three years, business license, reference list, quality certification. Bidders are required to submit evidentiary materials to prove being in the approval list of PGCIL, or to submit a commitment letter to promise obtaining the approval after winning the bid.
（2）All activities including civil work, etc. shall be under direct supervision of bidders’ personnel only in order to monitor the various parameters. There shall be no associate body/agency for above activities and subcontractors are not allowed.And BTW shall depute their own personnel for supervision.
（3）Bidder shall follow POWERGRID approved Field Quality Plan (FQP) for Civil works. Bidder should submit their FQP for approval from POWERGRID. Bidder should submit the Bar-chart (L2- Schedule) marking the civil works’ activities.
III. Information for obtaining Bidding Documents and for bid opening
1. Price of Bidding Documents: RMB1000 or USD150 for two packs, RMB200 or USD30 to be added for post service. Bidders are required to make bids to the twwo packs simultaneously. Bid for either single pack is not accepted.
