1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under LiuHua11-1/4-1 Oilfields Continued Development Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：流花11-1/4-1油田二次开发项目涉及正在生产的流花11-1油田、流花4-1油田，以及新开发的流花11-1油田三井区。流花11-1油田与流花4-1油田所产物流经桥接管汇与流花11-1油田三井区所产物流在新建导管架预处理平台（LH11-1DPP）汇集，进行预处理后通过10”软管输送到新建圆筒型FPSO处理成合格原油、储存、外输。 本次采购的艉输系统将安装在新建的圆筒FPSO上。
Projectoverview: The secondary development project of Liuhua 11-1/4-1 oilfield involves Liuhua 11-1 oilfield and Liuhua 4-1 oilfield, which are in production, as well as the newly developed No. 3 area of Liuhua 11-1 oilfield.
The products of Liuhua 11-1 Oilfield and Liuhua 4-1 Oilfield flow through the pipe manifold of the bridge and the product flow of the No. 3 area of Liuhua 11-1 Oilfield gather in the newly built jacket pretreatmenTEt platform (LH11-1DPP). After pretreatment, the products are transported to the newly built cylindrical FPSO through 10 "hose for processing into qualified crude oil, storage and transportation. The Stern Offloading System are installed on a newly built cylindrical FPSO.

交货期和交货地点Delivery Schedule and Destination:授标后11个月DAP交货至江苏启东港（暂定，仅用于评标比较）。
Should arrived at Qidong Port,Jiangsu?Province(tentative，only?for?evaluation) (DAP Incoterms 2010) within 11 months since bid award.
★2. 对投标人的资格和业绩要求：
★Requirements for Qualification and Reference of Bidder:
（1）资格要求Requirements for Qulification of Bidder
A．制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
B．如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods of this bid.
（2）资质要求及证明文件
Requirements of Certificate of Bidder
艉输系统应由挪威船级社（DNV）或中国船级社（CCS）进行认证，取得船级社入级产品证书。
The Stern Offloading System shall be ified and certified by DNV or CCS.and obtained the DNV or CCS ification product certificate.
（3）业绩要求：
Requirement for reference?of?Bidder:
★投标人提供的艉输系统（滚筒式）必须是成熟产品，不接受试制产品。投标人应具备不少于2台（套）满足单台设备外输量≥3600m3/h、配置储存双管体外输软管（内径≥16”，长度≥250米）、应用于海上浮式生产设施（如FPSO、FSOU等）并成功运行两年以上的艉输系统应用业绩（成功运行的开始时间不晚于2019年5月30日）。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：
l 销售合同复印件（含封面和签字页，供货范围、关键技术参数相关页）
和
l 用户签字的成功运行证明文件
和
l??用户签发的临时接受证书或第三方船级社签字的调试记录报告。
投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、供货数量、使用环境、技术参数/指标、成功运行时间。如投标人提供调试报告，则以明确标明的成功运行开始时间或以调试报告签署时间为准。
★The stern offloading system (roller type) provided by the bidder must be mature products, unused prototype equipment is not acceptable. The bidder must be a professional manufacturer of the design and manufacture for the stern offloading system, or the authried agent of professional manufacturer.
The Bidder shall have at least 2 sets successfully operated for two years and above (i.e. no later than May 30th, 2019) references of stern offloading system in offshore floating production facilities, which all meet the technical requirements as below: delivery capacity of single stern offloading system（hose reel type）≥3600m3/h, and storge double carcass offloading Hose configuration ≥16 inches（ID）, Length ≥250m.
The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence, including but not limit to:
1) Copies of Sales Contract (including Contract front page, signature page, scope of supply, key technical parameters related pages);
and
2) Completion certificate signed by End user to Verify its successful run
and
3）????temporary accept certificate signed by End user?or commissioning report signed by a third party ification society.
The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods,Quantity, the use environment and the successful running time etc.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2021年8月4开始至2021年8月13日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from Aug 4th, 2021 toAug 13th, 2021. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to purchase Bidding Documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2021年8月25日上午10:00（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing?100027, P. R. China at or before10:00 am (Beijing Time) onAug 25th, 2021. Any bid beyond the required time and date shall be subject for rejection.
