1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海油石化工程有限公司（以下称为“招标人”）委托，就中海油石化工程有限公司江苏滨海液化天然气（LNG）一期扩建工程接收站项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC?International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engingeer Co.,Ltd (hereinafter referred to?as “Tenderee” ), intends to purchase the Goods and the relevant services required?under JIANGSU LNG Project of CNOOC Petrochemical Engingeer Co.,Ltd by International Competitive?Bidding. The Bidders are kindly requested to provide the following Goods and?services with sealed bids.

交货期Delivery Schedule:
境内货物：合同签订后40周（货到项目现场时间）
For goods within the PRC customs territory：within 40 weeks after signing the contract (arrival date to the jobsite).
境外货物: 合同签订后35周（提单发货时间）
For goods outside the PRC customs territory: within 35 weeks after signing the contract (departure date on the Bill of Lading).
交货地点Destination of delivery：
境内货物：江苏省盐城市滨海县滨海港开发区
For goods within the PRC customs territory: Binhai Port Development Zone, Binhai County, Yancheng City, Jiangsu Province
境外货物：CIF中国江苏滨海港
For goods outside the PRC customs territory: CIF Binhai Seaport, Jiangsu, P. R. China
标段划分：本次招标分两个标段：罐顶低温安全阀为标段1；工艺低温安全阀为标段2，本标段为标段1。
Division of tenders: This tender is divided into two tenders: the first tender for Tank Top Cryogenic Safety Valve; the second tender for Process cryogenic safety valve，this?is?the?first?tender.
2.对投标人的资格、业绩及证书要求：
Requirements for Qualification，reference and Classification of Bidder:
（1）资格要求
Requirements for Qualification of?Bidder
投标人应为投标所报货物的制造商或者是授权代理商。如果投标人是授权代理商，必须满足以下全部条件：
1）制造商的销售方式为销售代理或分销制；或者制造商在特定区域、行业有独家或指定的代理。投标人应在投标文件中提供相应的证明文件。
2）代理商应提供制造商同意其在本次投标中提供该货物的正式授权书。
The bidder shall be the manufacturer or authorized agent of the bidded goods. If the bidder is the authorized agent, all the following requirements must be met:
1） The manufacturer’s sales mode is sales agent or distribution system; or the manufacturer has exclusive or designated agent in the specific region or industry field. The Bidder shall provide corresponding supporting documents in the bidding document.
2） The agent shall provide the Letter of Authority from manufacturer to agree to bid the goods in this Bid (see Form-IV-9-4 in Volum One).
如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）复印件，并加盖公章（以上证明文件在年审有效期内）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明。
If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license shall be provided (such document within the validity period);
If the bidder is an overseas registered company, it shall provide valid company registration certificate.
投标人应提供货物制造商的有效期内的质量体系认证证书。
The bidder shall provide the certificate of Quality Management System Certification in the validity period of the goods manufacturer.
（2）业绩要求：
Requirement?for Bidder’s reference:
2012年1月1日至投标截止日，投标人所投产品应在中国境内具有LNG接收站项目（年处理能力200万吨/年及以上规模）或16万m3及以上LNG储罐项目供货业绩，单个业绩合同中罐顶低温安全阀数量不少于14台（套）、且尺寸不低于12寸，均满足操作温度-165℃及以下技术要求的罐顶低温安全阀运行1年及以上业绩（运行业绩开始时间为投入运行时间或调试验收时间）；
From January 1, 2012 to the bid deadline, the bidder’s products should have LNG receiving terminal project (annual processing capacity of 2 million tons/year and above) or 160,000 m3 and above LNG storage tank projects in China Supply performance, the number of tank top low temperature safety valves in a single performance contract is not less than 14 sets , and the size is not less than 12 inches, all of which meet the technical requirements of operating temperature -165 ℃ and below. Years and above (the start time of the operation performance is the time of putting into operation or the time of commissioning and acceptance).
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同影印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：项目名称、装置名称及规模（年处理能力200万吨/年及以上规模的LNG接收站项目或16万m3及以上LNG储罐项目）、货物名称（罐顶低温安全阀）、数量和规格型号（口径和操作温度）、用户出具的投入运行证明文件或用户出具的调试验收文件。用户出具的投入运行证明文件或用户出具的调试验收文件应体现运行时间或调试验收时间，且投标人提供“该项业绩已运行1年及以上”的承诺函。未提交业绩证明文件，或所提供的业绩证明文件未体现上述信息的，均视为无效业绩。本次投标的产品型号、品牌必须与上述成功应用业绩的产品一致。
Bidders must submit the performance form in the prescribed format and submit relevant performance certification documents. Performance certification documents include but are not limited to: photocopies of priceless sales contracts (including relevant technical accessories) and other certification materials. The performance certification documents submitted by the bidder must at least reflect the following contents: project name, device name and scale (an LNG receiving station project with an annual processing capacity of 2 million tons/year and above or a LNG storage tank project of 160,000 m3 and above), The name of the goods (low temperature safety valve on the tank top), the quantity and specifications (caliber and operating temperature), the commissioning certificate issued by the user or the commissioning acceptance document issued by the user. The commissioning certificate issued by the user or the commissioning acceptance document issued by the user shall reflect the running time or the commissioning acceptance time, and the bidder shall provide a letter of commitment that "the performance has been in operation for 1 year or more". Failure to submit performance certification documents, or performance certification documents provided that do not reflect the above information, shall be deemed invalid performance. The product model and brand of this bid must be consistent with the above-mentioned products with successful application performance.
（3）技术要求如下
Technical requirement are as follows

1）★制造商必须具有ASME第八章锅炉及压力容器认证证书，投标时提供证书扫描件，且证书应在有效期内。
The Vendor must have ASME Boiler and Pressure Vessel Code certification and provide a scanned copy of the certificate?when bidding. The certificate must be in valid period.
2）★低温安全阀及其他阀门附件等必须在阀门制造厂总成，测试。不允许转港，不接受在异地总成，测试。交货时提供原产国第三方商会出具的原产地证书。
Safety/relief valves and other valve accessories must be assembled and tested in manufacturing plant. Port transference and assembly and testing abroad are not accepted. The Vendor should provide the Certificate of Origin?when?delivering.
3）★低温安全阀门的低温测试应参照EN*****查看详情-1及同类标准，满足API527。投标时阀门制造商应提供以往LNG接收站项目中同类型产品的测试报告，供买方审核。
Pressure safety and relief valves shall be cryogenic tested in accordance with EN*****查看详情-1 and the equivalent, besides API 527. Vendor shall provide the testing report of the same type product in previous similar LNG terminal projects?when?bidding, which shall be approved by Owner.
4）★投标人投标时应出具阀门及配套设备设计寿命不低于30年的承诺函。
The valves and the related accessories shall be designed for a service lifetime of at least 30 years, the bidder shall issue a letter of commitment when bidding.
5）★安全阀选用软密封阀座。
Soft seat for safety valve.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2022年4月13日开始至2022年4月20日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。另外，投标人还需要在中国国际招标网（http://www.chinabidding.com/）注册成功并通过平台审核。
The?interested Bidders may obtain the bidding document by following method: Please?login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the?page of Invitation for bid for purchasing Bidding Document from April 13, 2022 to April 20, 2022. For the first time of login, aregistration (free of charge) is needed and only after successful registration, Bidder can purchase?Bidding documents online. The who lepurchasing process must be operated online?and off line payment will not be accepted. After successful payment of RMB2000.00 or USD350.00 for each copy of Bidding Documents which is non-refundable, Bidder may download the Bidding Documents. Bidder fails to?purchase Bidding Documents online is not eligible to bid.
In addition, the bidder need to succeed in the China international bidding nets (http://www.chinabidding.com/) registered and through the platform review.
4．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2022年5月11日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦四层会议室。在此时间后收到的投标文件恕不接受。
