一 询比价采购条件
One, Inquiry and comparison purchase conditions
根据 江西省电力建设印尼有限公司 以下简称招标人提交审批的
集中采购立项计划，以邀请询比价 采购 化学药品 ，采购计划使用自有资金用于
本次采购后所签订合同的支付。
According to the centralized procurement project plan submitted for approval by OBI
FERRONICKEL160MW PROJECT POWER PLANT OF JEPCC (hereinafter referred
to as the tenderer), the silicon shall be purchased from price comparison, and the
purchase plan uses its own funds for the payment of the contract signed after the
purchase.

以上附件招标数量可能与实际到货量存在偏差，最终结算量根据验收合格实
际供货的数量为准。
The bidding quantity of the above accessories may deviate from the actual arrival
quantity, and the final settlement quantity shall be based on the actual quantity
supplied after the acceptance.
4验收标准： 投标方必须严格按 印度尼 西亚 国家标准提供合格产品，中标
供货方必须提供产品合格证检验报告等材料质量证明文件 ， 否则视为不合格
产品不予验收，由此造成的后果由投标方承担。材料报价清单中必须注明本次
投标报价的品牌或生产厂家。
4 Acceptance criteria: the bidder must provide qualified products in strict
accordance with the indonesia national industry standards and the technical
specification (see the annex for details). The successful supplier must provide the
product certificate, inspection report and other material quality certificates. Otherwise,
it will be regarded as unqualified products and will not be accepted, and the
consequences arising therefrom shall be borne by the bidder. The brand or
manufacturer of this bidding quotation must be indicated in the material quotation list.
5付款条件： 货物到达合同指定交货地点，经双方验收合格签署最终验收
证书后，并开具累计到货金额的发票 11%的增值税发票，发票应符合 印尼尼
西亚 国家规定且满足甲方财务要求，甲方收到发票后，60 日内支付本月发票
总额的 95%。甲方在收到发票前有权拒绝付款并顺延付款时间。
5 Terms of payment : the goods arrive at the delivery place specified in the
contract, and the final acceptance certificate has been signed by both parties, after the
two sides signed the acceptance of the final acceptance certificate, and issue the
accumulative amount of the arrival of the goods of the invoice (11% value-added tax
invoice), invoice should comply with the regulations of the uae and meet the
requirements of party as financial, party a, after receipt of the invoice within 60 days

invoice, Party A shall have the right to refuse payment and postpone the payment.
6交货时间：签订合同后 15 个工作日内到货

三询比价响应人资格要求
ThreeConditions that responders must meet
1响应人必须满足的条件：
1 Conditions that the responder must meet：
1.1 报价人必须在中电建集采招标平台注册成功股份级或我司成员级，如
在报名截止前还未注册成为我公司成员企业级供货商，则已报名该项目的供货
商一概退回，我司概不负责。
1.1 The bidder must be successfully registered in the bidding platform for
centralized procurement of China Power Construction Corporation (for the stock level
or the member level of our company, if the supplier has not registered as a member
enterprise level supplier of our company before the deadline for registration, all
suppliers who have registered for the project will be returned, and our company will
not be responsible for it).
1.2 报价人必须是依照 印度尼西亚 国家法律或法院设立依法登记注册的独
立法人。
1.2 The bidder must be an independent legal person registered in accordance
with the UAE national law or the court.
1.3 经营状况良好，银行资信和商业信誉良好，没有处于被责令停业，财

产被接管冻结及破产状态，近三年经济行为没有受到起诉。具有近三年经第
三方审计的财务报表，资产负债结构合理，具备一定的盈利能力，企业的现金
流表现正常，资金周转不存在困难。
1.3 The company is in good operating condition, with good credit and
commercial reputation. It has not been ordered to suspend business, its property has
been taken over, frozen or bankrupt, and its economic behavior has not been
prosecuted in recent three years. It has the financial statements audited by the third
party in recent three years, the structure of assets and liabilities is reasonable, it has
certain profitability, the cash flow performance of the enterprise is normal, and there
is no difficulty in capital turnover.
1.4 在所在国企业信用信息公示系统无经营异常名录信息和严重违法失信企
业名单黑名单信息。

system.
1.5 近三年企业及法定代表人无行贿犯罪记录，无产品质量的行政处罚信

registration before Aug. 03 2022 16:00 hrs.

2 Upload quotation documents for consultation and comparison or submit
quotation documents through other channels on the centralized purchasing platform of
China Power Construction Corporation.
3逾期未在中国电建集中采购电子平台进行报价或通过其他渠道递交报价
文件的，采购人不予受理。
3 If the quotation is not made on the centralized procurement electronic
platform of PowerChina or the quotation documents are submitted through other
channels, the purchaser will not accept it.
