3. 投标人资格要求
3.1投标人必须是来自中华人民共和国或是与中华人民共和国有正常贸易往来的国家或地区的制造商。
3.2投标人须提供营业执照（营业登记类证明文件）或经营许可证明文件的复印件。
3.3投标人须提供在开标日前3个月内投标人基本账户开户银行开具的银行资信证明的原件或复印件。
3.4自2018年以来，投标人具有对位芳纶聚合水洗应用业绩1项。注：若投标人所提供业绩涉及商业机密，可提供业绩清单（业绩名称、合同签订时间、台/套数、设备名称），并由投标人承诺相关业绩真实有效，加盖公章或企业负责人签字。
3.5投标人须根据自身情况，按照下列要求提供相应证明材料：
A.针对境内投标人：
至投标截止时间，投标人若被人民法院列为失信被执行人，其投标将被否决（提供“信用中国”（www.creditchina.gov.cn）查询截图）。
B.针对境外投标人：
如投标人是中华人民共和国境外投标人，则须承诺近三年内没有不良业绩记录或严重质量问题。
3.6本次招标不接受代理商投标。
3.7本次招标不接受联合体投标。

3. Qualification requirements for the bidder
3.1 The bidder must come from the PRC or be equipment manufacturer or agent from the country or region having regular trade relations with the PRC.
3.2 The bidder must provide photocopy of business license (business registration certificate) or business permit.
3.3 The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank that opened the basic account within 3 months before the bid opening date.
3.4 Since 2018, the bidder has 1 application performance of para-aramid polymerization in water washing. Note: If the performance provided by the bidder involves commercial secrets, the bidder may provide a list of performance (performance name, contract signing time, number of units, equipment name), which shall be guaranteed by the bidder to be true and valid, and stamped with the official seal or signed by the corporate responsible person.
3.5 The bidder shall, according to his own circumstances, provide the corresponding supporting materials in accordance with the following requirements:
A.For a bidder from inside the PRC customs territory:
Before the deadline for submission of bids, if a bidder is listed as dishonest executor by the people’s court(s), its bid shall be rejected(provide "Credit China" (www.creditchina.gov.cn) query screenshot).
B. For a bidder from outside the PRC customs territory:
If the bidder comes from outside the PRC customs territory, it must promise that it has no bad performance record or serious quality problem in recent three years.
3.6 Bids from agents are not accepted.
3.7 Joint bid will not be accepted in this bidding.
4. Acquisition of bidding document
4.1 Interested bidders may, at 5:00pm from May 15, 2023 to May 22, 2023, log on to the website of online bidding platform of Sinochem Commerce http://e.sinochemitc.com/, and enter the online sales system of bidding documents. Interested bidders shall first freely register online following Help – Guide for Bidding and Tendering. After successful payment, the buyer of bidding documents can download the bidding documents and the ordinary electronic invoice inclusive of value-added tax. Price of bidding documents: RMB 1,000 or USD 150 for each package. The sales will be final.

4.3 Bidders who have not registered for the bidding documents in Sinochem Commerce Co., Ltd., its bid shall be rejected.
