一项目背景贺 州 市 是 广 西 壮 族 自 治 区 内 最 不 发 达 的 城 市 之 一 ， 过 去 的 工业 生 产 和 采 矿 活 动 严 重 破 坏 了 矿 区 自 然 环 境 ， 采 矿 业 的 衰 退 也 对社 会 服 务 和 就 业 产 生 了 巨 大 的 负 面 影 响 。 同 时 ， 随 着 经 济 增 长 ，人 们 对 高 质 量 卫 生 健 康 系 统 的 需 求 也 在 增 加 ， 但 贺 州 市 医 疗 资 源分 布 不 平 衡 ， 基 层 医 疗 卫 生 服 务 相 对 不 足 。 为 改 善 可 达 山 矿 区 的自 然 环 境 ， 满 足 平 桂 区 的 医 疗 卫 生 需 求 ， 贺 州 市 决 定 与 亚 洲 开 发银 行 合 作 ， 申 请 一 笔 贷 款 ， 用 于 实 施 广 西 贺 州 可 达 山 矿 区 生 态 修复 及 可 持 续 发 展 项 目 。项 目 以 贺 州 矿 区 的 可 持 续 发 展 为 目 标 ， 从 生 态 修 复 公 共 服务 等 领 域 进 行 投 资 建 设 ， 并 探 索 相 关 领 域 的 政 策 研 究 能 力 建 设
创 新 与 发 展 等 ， 由 可 达 山 和 平 桂 2 个 子 项 目 组 成 。 项 目 执 行 机 构为 贺 州 市 人 民 政 府 ， 项 目 实 施 机 构 为 平 桂 区 人 民 政 府 和 广 西 贺 州市 矿 业 投 资 集 团 有 限 公 司 ， 项 目 业 主 为 广 西 贺 州 市 矿 业 投 资 集 团有 限 公 司 贺 州 市 平 桂 城 市 建 设 投 资 有 限 公 司 。 贺 州 市 人 民 政 府成 立 了 贺 州 市 项 目 办 ， 对 项 目 的 准 备 和 实 施 提 供 全 面 的 指 导 监督 协 调 和 管 理 。 项 目 建 设 期 为 2023 年 至 2028 年 。 项 目 总 投 资估 算 为 151245.73 万 元 人 民 币 ， 其 中 申 请 亚 洲 开 发 银 行 贷 款8424.6 万 欧 元 折 合 人 民 币 约 64869.42 万 元 。 项 目 贷 款 已 于2022 年 3 月 29 日 生 效 。本 项 目 属 于 非 自 愿 移 民 保 障 和 原 住 民 少 数 民 族 发 展 B类 项 目 。

在 项 目 准 备 期 间 ， 针 对 可 达 山 子 项 目 ， 贺 州 市 矿 投 集 团 于2021 年 7 月 编 制 了 土 地 使 用 权 流 转 框 架 。 同 时 由 于 平 桂 区子 项 目 征 地 移 民 工 作 正 在 实 施 过 程 中 ， 并 已 部 分 完 成 ， 平 桂 区 政府 于 2021 年 4 月 已 为 完 成 的 征 地 拆 迁 和 移 民 安 置 工 作 编 制 移 民安 置 尽 职 调 查 报 告 ， 并 确 认 在 未 来 实 施 的 征 地 过 程 和 补 偿 标 准 符合 亚 洲 开 发 银 行 的 社 会 安 全 保 障 政 策 。 在 项 目 实 施 期 间 ， 外 部 监测 机 构 将 依 据 亚 行 同 意 的 更 新 移 民 安 置 计 划 ， 尽 责 调 查 报 告 以 及土 地 使 用 权 流 转 计 划 等 ， 对 项 目 内 容 下 的 所 有 涉 及 征 地 和 移 民 安置 的 子 项 目 开 展 监 测 评 估 工 作 。少 数 民 族 发 展 计 划 已 向 项 目 区 内 的 少 数 民 族 公 布 ， 并 于 2021年 7 月 29 日 在 亚 洲 开 发 银 行 网 站 上 公 示 。
现 需 聘 请 外 部 监 测 机 构 对 上 述 行 动 计 划 和 更 新 的 实 施 情 况进 行 监 测 和 评 估 ， 并 提 出 相 应 的 意 见 和 建 议 ， 确 保 项 目 顺 利 实 施 。二项目产出产 出 1： 实 施 自 然 友 好 型 措 施 ， 减 少 可 达 山 原 矿 区 的 污 染 。作 为 可 达 山 子 项 目 的 产 出 ， 将 支 持 采 取 自 然 友 好 型 措 施 ， 改 善 可达 山 原 矿 区 的 环 境 ， 并 发 展 长 期 监 测 环 境 和 污 染 的 能 力 。 该 产 出包 括 拆 除 废 弃 的 污 染 性 采 矿 设 施 废 物 和 尾 矿 恢 复 受 损 或 裸 露的 地 表 ， 包 括 种 植 树 木 和 植 被 建 设 现 场 处 理 和 稳 定 场 以 及 填 埋场 ， 以 处 理 移 除 的 采 矿 废 物 和 尾 矿 ， 并 在 处 理 后 关 闭 处 理 场 和 填埋 场 利 用 基 于 自 然 的 解 决 方 案 处 理 受 污 染 的 地 表 水 在 可 达 山

建 立 长 期 的 环 境 和 污 染 监 测 系 统 ， 并 开 始 监 测 为 应 用 基 于 自 然的 方 法 改 善 贺 州 山 区 环 境 制 定 实 用 指 南 。产 出 2： 加 强 卫 生 和 养 老 的 体 制 机 制 技 能 能 力 和 设 施 。 作为 平 桂 子 项 目 的 一 部 分 ， 将 加 强 贺 州 市 县 级 机 构 工 作 机 制 和 相关 人 员 在 提 供 高 质 量 卫 生 和 养 老 服 务 方 面 的 能 力 。 在 医 疗 卫 生 方面 ， 该 产 出 将 支 持 设 计 一 个 实 用 的 机 构 工 作 机 制 和 系 统 ， 以 实 现医 疗 共 同 体 ， 通 过 县 级 平 桂 区 工 人 医 院 提 供 协 调 支 持 ， 加 强 乡镇 和 村 级 基 层 医 疗 卫 生 的 质 量 和 能 力 在 平 桂 区 工 人 医 院 建 立医 共 体 信 息 平 台 ， 连 接 平 桂 区 的 乡 镇 和 村 级 公 立 医 疗 机 构 建设 平 桂 区 工 人 医 院 ， 规 格 为 县 级 二 级 甲 等 综 合 公 立 医 院 发 展 平桂 区 工 人 医 院 管 理 人 员 的 行 政 管 理 能 力 和 医 生 护 士 护 理 人 员
及 工 作 人 员 的 业 务 能 力 ， 以 提 供 高 质 量 的 服 务 更 新 9 家 乡 镇 级医 院 的 设 备 ， 以 提 高 基 层 医 疗 保 健 服 务 的 供 给 和 质 量 提 供 培 训 ，以 建 设 乡 镇 卫 生 院 和 村 级 卫 生 室 工 作 人 员 的 业 务 能 力 ， 提 高 基 层医 疗 卫 生 服 务 质 量 。 在 养 老 方 面 ， 该 产 出 将 支 持 平 桂 区 医 养 结 合示 范 基 地 的 建 设 在 平 桂 区 医 养 结 合 示 范 基 地 建 立 工 作 机 制 ， 实现 医 养 结 合 ， 包 括 对 基 地 行 政 人 员 和 管 理 人 员 提 供 行 政 管 理 和 运营 能 力 方 面 的 培 训 对 与 平 桂 区 医 院 结 合 示 范 基 地 合 作 的 医 护 人员 医 生 护 士 护 理 人 员 进 行 业 务 能 力 发 展 ， 以 提 供 高 质 量的 服 务 。 建 成 后 的 项 目 设 施 将 是 绿 色 运 营 后 获 得 中 国 绿 色 建 筑标 准 二 星 级 认 证 和 包 容 性 的 ， 考 虑 到 女 性 残 疾 人 老 年 人 和

计 划 提 供 课 程 和 实 施 培 训 所 需 的 设 备 。三咨询服务目的及要求一目的外 部 监 测 和 评 估 的 目 的 ：监 测 和 评 估 土 地 使 用 权 流 转 土 地 征 用 补 偿 和 安 置 措 施 等的 有 效 性 影 响 和 可 持 续 性 监 测 和 评 估 少 数 民 族 发 展 计 划 的 实 施 和 实 现 情 况 ， 反 映 这些 活 动 是 否 符 合 项 目 保 障 政 策 的 要 求 并 根 据 监 测 和 评 估 结 果 提出 补 救 建 议 和 措 施 ， 以 确 保 实 施 效 果 。二要求外 部 监 测 机 构 需 根 据 亚 洲 开 发 银 行 的 社 会 安 全 保 障 政 策 和

国 内 的 有 关 要 求 ， 每 半 年 或 每 年 对 土 地 使 用 权 流 转 计 划 移 民 安置 计 划 和 尽 职 调 查 报 告 ， 以 及 少 数 民 族 发 展 计 划 的 实 施 进 行 监测 ， 并 就 实 施 情 况 及 合 规 问 题 向 项 目 执 行 机 构 实 施 机 构 和 项 目业 主 提 供 建 议 。四咨询服务内容根 据 亚 洲 开 发 银 行 的 社 会 安 全 保 障 政 策 和 国 内 有 关 要 求 ， 咨询 服 务 内 容 包 括 但 不 限 于 ： 监 测 和 评 估 土 地 使 用 权 流 转 计 划 移 民 安 置 计 划 移 民 安置 尽 职 调 查 报 告 少 数 民 族 发 展 计 划 实 施 的 合 规 性 按 照 项 目 进 展 情 况 ， 填 写 移 民 监 测 信 息 表 ， 并 按 亚 洲 开 发银 行 要 求 提 交 外 部 监 测 报 告
对 从 事 相 关 工 作 的 人 员 提 供 技 术 培 训 协 助 亚 洲 开 发 银 行 检 查 团 开 展 现 场 检 查 工 作 回 答 亚 洲 开 发 银 行 关 于 上 述 外 部 监 测 计 划 的 所 有 问 题 协 助 实 施 机 构 项 目 业 主 解 决 亚 洲 开 发 银 行 检 查 团 发 现 的问 题 以 及 协 助 贺 州 市 项 目 办 建 立 一 套 行 之 有 效 的 内 部 监 测 机 制 ， 针对 可 能 出 现 的 相 关 问 题 提 供 专 业 意 见 和 支 持 。可 达 山 子 项 目 土 地 使 用 权 流 转 计 划 平 桂 子 项 目 移 民 安 置 少 数 民 族 发 展 计 划 外 部 监 测 的 具 体 任 务 包 括 但 不 限 于 ：一可达山子项目土地使用权流转监测外 部 监 测 机 构 将 针 对 可 达 山 子 项 目 土 地 使 用 权 流 转 计 划 的

实 施 情 况 进 行 以 下 咨 询 服 务 工 作 ：1.基 线 监 测 ： 在 可 达 山 子 项 目 启 动 土 建 工 程 之 前 ， 外 部 监 测工 作 将 包 括 以 下 内 容 ： 参 与 白 沙 社 区 茶 青 村 与 项 目 业 主 的 土 地 使 用 权 流 转 协商 ， 促 进 土 地 使 用 权 流 转 协 议 的 最 终 达 成 审 查 协 议 条 款 是 否 符 合 土 地 使 用 权 流 转 计 划 国 家 相 关 法律 法 规 要 求 以 及 亚 洲 开 发 银 行 的 相 关 惯 例 确 认 所 有 地 面 附 着 物 包 括 树 木 棚 屋 和 其 他 构 筑 物 的补 偿 ， 是 否 符 合 土 地 使 用 权 流 转 计 划 商 定 的 补 偿 标 准 。 如 有 差 距 ，需 在 项 目 实 施 前 向 项 目 业 主 确 认 ， 并 向 贺 州 市 项 目 办 和 亚 洲 开 发银 行 提 请 解 决
将 基 线 监 测 报 告 纳 入 第 一 份 外 部 监 测 报 告 。2.半 年 度 或 年 度 监 测 ： 在 项 目 实 施 期 间 ， 外 部 监 测 机 构 将 通过 现 场 调 查 的 方 式 对 土 地 使 用 权 流 转 计 划 的 实 施 进 行 半 年 度 或年 度 定 期 监 测 。 监 测 工 作 将 包 括 以 下 内 容 ： 与 受 影 响 社 区 和 家 庭 进 行 协 商 ， 确 认 土 地 使 用 权 流 转 费 用的 金 额 ， 并 核 实 补 偿 金 的 支 付 情 况 监 督 项 目 业 主 的 土 地 使 用 权 流 转 组 织 安 排 评 估 土 地 使 用 权 流 转 对 社 区 造 成 的 影 响 监 督 项 目 业 主 就 土 地 使 用 权 流 转 协 议 与 公 众 进 行 磋 商 ， 并对 公 众 满 意 度 进 行 评 估 监 测 项 目 业 主 的 土 地 使 用 权 流 转 租 赁 情 况 以 及

确 保 申 诉 处 理 机 制 的 运 行 。3.参 与 公 众 磋 商 咨 询 ： 在 项 目 实 施 过 程 中 通 过 参 与 公 众 咨询 ， 外 部 监 测 机 构 将 评 估 公 众 参 与 和 土 地 使 用 权 流 转 实 施 的 有 效性 。 同 时 ， 外 部 监 测 机 构 还 将 监 测 评 估 和 报 告 关 键 咨 询 会 议 包括 土 地 使 用 权 流 转 谈 判 中 的 咨 询 会 议 ， 以 评 估 是 否 符 合 土 地 使用 权 流 转 计 划 要 求 。4.报 告 ： 按 照 贺 州 市 项 目 办 和 亚 洲 开 发 银 行 的 要 求 ， 根 据 监测 和 现 场 调 查 获 得 的 信 息 ， 外 部 监 测 机 构 应 编 制 外 部 监 测 报 告 ，并 定 期 按 时 提 交 给 贺 州 市 项 目 办 和 亚 洲 开 发 银 行 。二平桂子项目移民安置计划监测及尽职调查报告外 部 监 测 机 构 将 针 对 平 桂 子 项 目 移 民 安 置 计 划 和 移 民 安 置
尽 职 调 查 报 告 的 实 施 情 况 进 行 以 下 咨 询 服 务 工 作 ：1.基 线 监 测 ： 在 平 桂 子 项 目 工 程 启 动 土 建 工 程 之 前 ， 外 部 监测 工 作 将 包 括 以 下 内 容 ： 对 项 目 征 地 拆 迁 影 响 区 进 行 基 线 调 查 ， 收 集 所 有 受 影 响 人群 的 详 细 情 况 包 括 家 庭 人 口 情 况 房 屋 建 筑 情 况 收 入 与 支 出结 构 生 计 模 式 家 庭 居 住 环 境 等 和 基 线 数 据 包 括 受 影 响 土地 房 屋 构 筑 物 和 地 面 附 着 物 的 现 状 和 补 偿 费 用 编 制 基 线 调 查 报 告 ， 作 为 评 估 移 民 安 置 工 作 的 基 础 ， 并 将基 线 监 测 报 告 纳 入 第 一 份 外 部 监 测 报 告 。2.半 年 度 或 年 度 监 测 ： 外 部 监 测 机 构 将 对 移 民 安 置 计 划 和 移民 安 置 尽 职 调 查 报 告 行 动 的 实 施 进 行 半 年 度 或 年 度 监 测 。 监 测 将

根 据 受 影 响 区 调 查 情 况 调 查 样 本 量 按 照 亚 洲 开 发 银 行 要 求 进 行抽 样 ， 通 过 现 场 观 察 跟 踪 调 查 和 与 受 影 响 人 进 行 访 谈 等 方 式进 行 。 监 测 内 容 将 包 括 受 影 响 拆 迁 户 安 置 移 民 生 产 安 置 受 影响 企 业 和 事 业 单 位 安 置 弱 势 群 体 受 影 响 人 口 生 活 水 平 恢 复 情况 以 及 移 民 安 置 机 构 运 行 情 况 等 ， 具 体 应 包 括 以 下 方 面 ： 补 偿 金的 支 付 技 术 技 能 培 训 的 实 施 受 影 响 人 口 的 生 计 恢 复 状 况 安置 现 场 房 屋 施 工 进 度 和 设 施 安 置 现 场 新 建 房 屋 搬 迁 安 置 组 织结 构 和 能 力 补 偿 金 的 使 用 受 影 响 人 群 是 否 从 项 目 中 受 益 与征 地 拆 迁 安 置 有 关 的 申 诉 处 理 情 况 等 。3.参 加 公 众 咨 询 会 议 ： 外 部 监 测 机 构 将 在 移 民 安 置 计 划 实 施和 尽 职 调 查 期 间 参 加 一 些 公 众 咨 询 会 议 ， 以 评 估 公 众 参 与 和 咨 询
的 结 果 和 有 效 性 。4.跟 踪 调 查 并 提 出 纠 正 措 施 ： 外 部 监 测 机 构 需 在 移 民 安 置 实施 过 程 中 每 半 年 进 行 一 次 跟 踪 调 查 ， 定 期 访 问 受 影 响 的 村 庄 社区 ， 跟 进 相 关 政 府 和 实 施 机 构 处 理 申 诉 的 工 作 进 度 ， 评 价 移 民安 置 的 实 施 效 果 。 如 果 在 监 测 和 评 估 过 程 中 发 现 任 何 问 题 ， 应 向贺 州 市 项 目 办 和 亚 洲 开 发 银 行 提 出 纠 正 措 施 ， 以 确 保 移 民 安 置 有效 实 施 。5.报 告 ： 按 照 贺 州 市 项 目 办 和 亚 洲 开 发 银 行 的 要 求 ， 外 部 监测 报 告 应 在 实 施 期 间 根 据 监 测 和 现 场 调 查 获 得 的 信 息 每 半 年 编制 一 次 ， 并 定 期 及 时 提 交 给 贺 州 市 项 目 办 和 亚 洲 开 发 银 行 ， 年 度报 告 应 在 移 民 安 置 工 作 完 成 后 两 年 内 提 交 。

三少数民族发展计划监测外 部 监 测 机 构 将 针 对 少 数 民 族 发 展 计 划 的 实 施 情 况 进 行 以下 咨 询 服 务 工 作 ：1.基 线 监 测 ： 外 部 监 测 机 构 将 在 签 订 合 同 后 一 个 月 内 ， 开 展以 下 外 部 监 测 工 作 ： 对 项 目 区 进 行 基 线 调 查 ， 以 收 集 项 目 区 少 数 民 族 人 口 妇女 低 收 入 人 群 及 残 障 人 士 的 详 细 情 况 和 基 线 数 据 编 制 基 线 调 查 报 告 ， 作 为 评 估 少 数 民 族 发 展 实 施 情 况 监 测工 作 的 基 础 ， 并 将 基 线 监 测 报 告 纳 入 第 一 份 外 部 监 测 报 告 。2.半 年 度 监 测 ： 外 部 监 测 机 构 将 对 少 数 民 族 发 展 计 划 的 实 施进 行 半 年 度 或 年 度 监 测 。 监 测 将 通 过 跟 踪 调 查 与 利 益 相 关 方 进
行 访 谈 等 方 式 进 行 。 监 测 内 容 将 包 括 生 活 生 产 环 境 就 业 情 况 健 康 养 老 设 施 和 服 务 水 平 技 术 和 技 能 培 训 情 况 项 目 设 施 对 女性 职 工 和 访 客 的 适 用 性 和 舒 适 度 女 性 工 作 配 额 关 键 的 性 别 目标 相 关 组 织 结 构 和 能 力 建 设 项 目 中 少 数 民 族 的 利 益 与 少 数民 族 发 展 计 划 有 关 的 申 诉 处 理 情 况 等 。3.参 加 公 众 咨 询 会 议 ： 外 部 监 测 机 构 将 在 少 数 民 族 发 展 计 划实 施 期 间 参 加 公 众 咨 询 会 议 ， 以 评 估 公 众 参 与 和 实 施 少 数 民 族 发展 计 划 的 结 果 和 有 效 性 。4.跟 踪 调 查 并 提 出 纠 正 措 施 ： 外 部 监 测 机 构 需 每 半 年 对 项 目区 域 进 行 一 次 跟 踪 调 查 ， 定 期 访 问 社 区 和 利 益 相 关 方 ， 跟 进 相 关政 府 和 执 行 机 构 处 理 申 诉 的 工 作 进 度 ， 并 评 估 实 施 是 否 符 合 少 数

民 族 发 展 计 划 。 如 果 在 监 测 过 程 中 发 现 任 何 问 题 ， 应 向 贺 州 市 项目 办 和 亚 洲 开 发 银 行 提 出 纠 正 措 施 ， 以 确 保 少 数 民 族 发 展 计 划 的有 效 实 施 。5.报 告 ： 根 据 少 数 民 族 发 展 计 划 的 实 施 情 况 和 内 部 监 测 报 告和 调 查 ， 外 部 监 测 机 构 应 按 照 贺 州 市 项 目 办 和 亚 洲 开 发 银 行 的 要求 编 制 外 部 监 测 报 告 和 完 成 报 告 ， 并 定 期 按 时 提 交 给 贺 州 市 项 目办 和 亚 洲 开 发 银 行 。四培训及能力建设1.在 项 目 开 工 前 ， 外 部 监 测 机 构 应 对 项 目 实 施 机 构 项 目 业主 和 承 包 商 从 事 相 关 工 作 的 人 员 提 供 技 术 培 训 ， 内 容 包 括 移 民 安置 法 律 法 规 土 地 使 用 权 流 转 计 划 移 民 安 置 尽 职 调 查 报 告 少中国采招网（b idcenter.com.cn|）

1. Project BackgroundHezhou city is one of the least developed cities in Guangxi Zhuang AutonomousRegion. In the past, industrial production and mining activities have caused severedamage to the environment of Hezhou mining area, and the declining miningindustry took a toll on social services and employment. At the same time, Hezhoucity has witnessed its economic growth, followed by its peoples increasingdemands for high-quality health systems. However, Hezhou city has been troubledby unevenly distributed medical resources and limited primary medical care andhealth services. To improve the natural environment of Hezhou Kedashan MingArea and meet the medical and health needs of Pinggui District, Hezhou citydecided to cooperate with Asian Development Bank (ADB), applying for a loan,which will be used for the implementation of Guangxi Hezhou EnvironmentRestoration and Sustainable Development Project.
The project aims to achieve the sustainable development of Hezhou Mining Area,carry out investment and construction in ecological restoration and public service,and explore policy research, capacity building, and innovation and development inrelated fields. This project includes two sub-projects. They are Hezhou Kedashansub-project and Pinggui sub-project. The project executing agency (EA) is HezhouPeoples Government. The implementing agencies (IAs) are Pinggui DistrictPeoples Government and Guangxi Hezhou Mining Investment Group Co., Ltd. Theproject implementation units (PIU) are Guangxi Hezhou Mining Investment GroupCo., Ltd. and Hezhou Pinggui Urban Construction Investment Co., Ltd. HezhouMunicipal Peoples Government has established the Hezhou Municipal ProjectManagement Office (PMO) to provide comprehensive guidance, supervision,coordination and management for the preparation and implementation of theproject.The project construction period is from 2023 to 2028. The total investment of the
project is expected to be RMB 1512.4573 million, of which the ADB loan is 84.246million euros (equivalent to RMB 648.6942 million). The project loan becameeffective on March 29, 2022.Both involuntary resettlement and indigenous peoples (Ethnic minority) safeguardsof the Project are categorized B.During the preparation of the project, Hezhou Mining Investment Group Co., Ltd.prepared the Land Use Rights Transfer Framework in July 2021 for KedashanSubproject. Meanwhile, as the land acquisition and resettlement work of the PingguiDistrict sub-project is in the process of implementation and has been partiallycompleted, the Pinggui District government has prepared the resettlement due

diligence report for the completed land acquisition and resettlement in April 2021,and confirmed that the land acquisition process and compensation standardsimplemented in the future are in line with ADBs Social Safeguard Policies. Duringthe implementation of the project, the external monitoring agency will monitor andevaluate all sub-projects involving land acquisition and resettlement under theproject in accordance with the updated resettlement Plan, due diligence report andland use right transfer plan agreed by ADB.The Ethnic Minority Development Plan (EMDP) was announced to Ethnic minoritiesin the project area and published on the ADBs official website on July 29, 2021.Its required to hire an external monitoring agency to monitor and evaluate theimplementation of the above-mentioned action plans and their updates, and putforward corresponding opinions and suggestions to ensure the smoothimplementation of the project.
2. Project OutputsOutput 1: Nature-friendly measures to reduce pollution in the Kedashanformer mineral mining area implemented. Output 1, comprising the Kedashansubproject, will support nature-friendly measures to improve the environment of theKedashan former mineral mining area, and develop the capacity to monitor theenvironment and pollution in the long-term. The output includes removal ofabandoned polluting mining facilities, wastes, and tailings restoration of damagedor exposed ground surface, including planting of trees and vegetation constructionof onsite treatment and stabilization of a plant and landfill to treat the removedmining wastes and tailings, and closure of the plant and landfill after treatmentnature-based treatment of polluted surface water development of a long-termenvironment and pollution monitoring system in Kedashan, and commencement ofmonitoring and formulation of practical guidance for nature-based improvement ofHezhous mountain areas environment.
Output 2: Institutional mechanisms, skills capacities, and facilities in healthand elderly care strengthened. The output, part of the Pinggui subproject, willstrengthen Hezhous county-level institutions, working mechanisms, andstakeholders capacities to deliver high-quality health and elderly care. For healthcare, the output will support the design of a practical institutional workingmechanism and system to build a medical community, through which the PingguiWorkers Hospital (PWH) will coordinate support to strengthen the quality andcapacity of township and village-level primary health care establishment of amedical community information platform at PWH, connected with Pingguistownship and village-level public medical institutions construction of PWH, acounty-level Second Class A general public hospital development of administration

capacity of managers and technical capacity of doctors, nurses, health-careworkers, and staff of PWH to deliver high-quality services upgrade of equipment ofnine township-level hospitals to improve primary care service delivery and qualityand provision of training to build the technical capacity of township and village-levelrural hospital staff to improve primary care service quality. For elderly care, theoutput will support the construction of PIHECC establishment of workingmechanisms and integration of medical and elderly care at PIHECC, includingadministration and operation capacity training for the centers administrators andmanagers and development of technical capacity of PIHECC health-care staff(doctors, nurses, caregivers) to deliver high-quality services. The constructedproject facilities will be green (certified as Chinese Green Building Standard CGBSStar-2 after operation) and inclusive (considering the needs of women, persons withdisabilities PWDs, the elderly, and ethnic minorities). The facilities will adoptbuilding information modeling for lean building construction and operation and
maintenance (OM), including green procurement.Output 3: Green and health care-related skills development institutionsestablished. As part of the Pinggui subproject, the output 3 will help Hezhouprovide Pinggui residents with nondegree vocational skills developmentopportunities to match the latest market needs, including green and healthcare-related skills. To offer the required nondegree training, the government willconstruct the KSSC, which will be green (certified as CGBS Star-2 after operation)and inclusive (considering the needs of women, PWDs, the elderly, and ethnicminorities). The output will support an operational study to optimize training qualityat the KSSC based on demand, including skills certification mechanisms, a humanresource development plan, and course setting in potential collaboration with localprivate companies preparation of a training plan for KSSC managers and teachersand provision of equipment required for course and training delivery.
3. Purpose and Requirements of Consulting Services(I) PurposeExternal monitoring and evaluation aims: to monitor and evaluate the effectiveness, influence and sustainability of landuse right transfer, land acquisition, compensation and resettlement measures,among others to monitor and evaluate the implementation and the achievement of thepurpose of the EMDP reflect whether these activities meet the requirements ofproject safeguard policies and put forward remedial suggestions and measuresbased on monitoring and evaluation results to ensure the implementation effect.(II) Requirements

The external monitoring agency is required to monitor the implementation of theLand Use Rights Transfer Plan, Resettlement Plan and Due Diligence Report, andthe EMDP semiannually or annually per ADBs Social Safeguard Policies anddomestic-related requirements, and to provide suggestions to the executing agency,the implementing agencies and the PIUs according to their implementation andcompliance issues.4. Contents of Consulting ServicesIn accordance with ADBs Social Safeguard Policies and domestic-relatedrequirements, the external monitoring agency should ( but not limited to): Monitor and evaluation the implementation compliance of the Land Use RightsTransfer Plan, resettlement plan, resettlement due diligence report, and EthnicMinority Development Plan Fill in resettlement monitoring information form and submit the externalmonitoring report as required by ADB according to the project progress
Provide technical training to personnel engaged in related work assist ADB review mission to conduct on-site inspections, respond all questions from the ADB on the external monitoring of theabove-mentioned plans assist IAs, PIUs to address the problems found by ADB review mission and, assist Hezhou Project Management Office (PMO) in establishing an effectiveinternal monitoring mechanism and providing professional advice and support forpossible related problems.Specific tasks of external monitoring on Kedashan subprojects Land Use RightsTransfer Plan, Pingui subprojects resettlement plan and the EMDP, include but notlimited to the following:4.1 Monitoring on Kedashan Subprojects Land Use Rights Transfer Plan
The consulting services conducted by the external monitoring agency according tothe implementation of Kedanshan subprojects Land Use Rights Transfer Plan areas follows:(i) Baseline Monitoring: Before the start of civil engineering works of theKedashan subproject, the external monitoring works are as follows: to participate in the negotiation of land use rights transfer among the BaishaCommunity, Chaqing Village and the PIU, and promote the conclusion of the landuse rights transfer agreements to review whether the terms of agreements comply with the Land Use RightTransfer Plan, relevant national laws and regulations, and ADBs related practices

to confirm that the ground attachment (including trees, shed and otherconstructions) compensation conform to compensation standards agreed upon inthe Land Use Right Transfer Plan. If there is any gap, it should be confirmed withthe PIU before the projects implementation, and the solution should be submitted tothe PMO and ADB to incorporate the baseline monitoring report into the first external monitoringreport.(ii) Semi-annual or annual Monitoring: In the project implementation process, theexternal monitoring agency will use the way of on-site inspections to carry outsemi-annual or annual monitoring of the implementation of the Land Use RightsTransfer Plan. Monitoring works are as follows: to negotiate with affected communities and households and confirm the amountof fees of the land use rights transfer and verify the payments of compensation to supervise the PIUs organization arrangement of the land use rights transfer
to evaluate the influence of the land use right transfer on communities to supervise the PIU to negotiate with the public on the land use rights transfer,and evaluate the publics satisfaction to monitor the transfer and lease of the land use rights of the PIU and, to ensure the functioning of the grievance redress mechanism (GRM).(iii) Participate in the Public Consultation: Through participation in the publicconsultation in the project implementation process, the external monitoring agencywill evaluate the effectiveness of the public participation and the implementation ofthe land use rights transfer. At the same time, the external monitoring agency willalso monitor, evaluate and report key consultation meetings (including consultationmeetings in the negotiations on land use right transfer agreements) to evaluatewhether the land use rights transfer plan is complied with.(iv) Reporting: According to the requirements of the PMO and the ADB, based on
the information obtained from the monitoring and on-site surveys, the externalmonitoring agency shall prepare external monitoring reports, and submit the reportto the PMO and the ADB in a regular and timely manner.4.2 Monitoring on Pinggui Subprojects Resettlement Plan and Due DiligenceReportThe consulting services conducted by the external monitoring agency according tothe implementation of Pinggui subprojects Resettlement Plan and ResettlementDue Diligence Report are as follows:(i) Baseline Monitoring: Before the start of the civil engineering works for thePinggui subproject, the external monitoring works are as follows: to conduct a baseline survey on the affected areas of land acquisition and

demolition, and collect detailed information of all affected people (including familypopulation, housing construction, the income and expenses structure, means oflivelihood and family living environment, etc.) and baseline data (including thecurrent situation and compensation expense of affected land, buildings, structuresand ground attachments) to prepare baseline survey reports, as the basis of resettlement workassessment and incorporate it into the first external monitoring report.(ii) Semi-annual or annual Monitoring: The external monitoring agency will carryout semiannual or annual monitoring on implementing resettlement plan andresettlement due diligence report. The monitoring will be conducted through on-siteobservation, follow-up survey, and interviews with the affected people in line withthe survey situation in affected areas (the survey sample size will be sampledaccording to ADBs requirements). The contents of monitoring will includemonitoring the resettlement of affected households, the resettlement of production,the resettlement of affected enterprises and public sectors, the vulnerable groups,
affected peoples recovery of living standards, the operation of resettlementagencies and so on. Specific contents include the following aspects: the payment ofcompensation, the implementation of technical skills training, the restoration ofaffected peoples livelihood, on-site housing construction process and facilities,on-site relocation of newly-built houses, resettlement organization structure andcapabilities, the usage of compensation, the benefits of affected people from theproject, the redressing of grievances about land acquisition resettlement, etc.(iii) Participation in Public Consultation Meetings: The external monitoringagency will participate in some public consultation meetings during theimplementation of resettlement plan and due diligence to evaluate the results andeffectiveness of public participation and consultation.(iv) Follow-up Surveys and Propose Remedial Measures: The externalmonitoring agency needs to conduct follow-up surveys semi-annually duringresettlement implementation, visit the affected villages (communities) regularly,follow up on the process of the relevant governments and implementing agencies in
redressing grievances, and evaluate the implementation effect of resettlement. Ifany problems are found in the monitoring and evaluation, remedial measuresshould be proposed to the PMO and the ADB to guarantee the effectiveimplementation of resettlement.(v) Reporting: According to the requirements of the PMO and theADB, the externalmonitoring report shall be prepared semiannually during the implementation periodbased on the information obtained from the monitoring and on-site surveys, andsubmitted to the PMO and the ADB in a regular and timely manner, and the annualreport shall be submitted in two years after the completion of the resettlement work.4.3 Monitoring on the Ethnic Minority Development PlanThe consulting services conducted by the external monitoring agency according tothe implementation of the EMDP are as follows:

(i) Baseline Monitoring: Within one month after signing the contract, the externalmonitoring works conducted by external monitoring agency are as follows: to conduct a baseline survey on the project to collect the detailed informationand baseline data on Ethnic minority populations, women, low-income groups andpeople with disabilities to prepare baseline survey reports to assess the implementation of the EMDP,and incorporate it into the first external monitoring report.(ii) Semi-annual Monitoring: The external monitoring agency will carry outsemiannual or annual monitoring of the implementation of the EMDP. Themonitoring will be conducted in the way of follow-up surveys, interview with relevantstakeholders, etc. The contents of the monitoring will include living and productionenvironment, employment situation, health care facilities and service level, technicalskills training, the feasibility and comfort of project facilities for female workers andvisitors, female work quota, critical gender targets, related organizational structure
and capability developing, benefits of the ethnic minorities from the project, thegrievance handling related to the EMDP, etc.(iii) Participate in Public Consultation Meetings: The external monitoring agencywill participate in public consultation meetings during the implementation of EMDPto evaluate the results and effectiveness of public participation and implementationof EMDP.(iv) Follow-up Surveys and Proposal on Remedial Measures: The externalmonitoring agency needs to conduct follow-up surveys semi-annually in project area,visit the communities and stakeholders regularly, follow up on the process of therelevant governments and implementing agencies in redressing grievances, andevaluate whether the implementation is complied with EMDP. If any problems arefound in the monitoring process, remedial measures should be proposed to thePMO and the ADB to guarantee the effective implementation of EMDP.(v) Reporting: Based on the implementation of the EMDP, and the internal
monitoring report and surveys, the external monitoring agency should prepareexternal monitoring reports and the completion report in accordance with therequirements of the PMO and the ADB, and submit the report to the PMO and ADBin a regular and timely manner.4.4 Trainings and Capacity buildings(i) Before the project construction starts, the external monitoring agency shallprovide technical training to the IAs, PIUs and Contractors engaged in relevant work,including laws and regulations on resettlement, land use right transfer plan,resettlement due diligence report, EMDP, etc.(ii) During the implementation of the project, the external monitoring agency shallconduct thematic discussion and training with the representatives of IAs, PIUs andContractors for the problems of resettlement and EMDP.

5. Qualifications and Service Period of Consultants5.1 Consultants Qualifications RequirementAt least 5 years of similar experience and performance in loan projects ofinternational financial organizations completed or is implementing at least 3monitoring works of international financial loan projects those with similarexperience with ADBs or the World Banks projects in China are preferred familiarwith ADBs implementation and monitoring requirements for Resettlement Plan andEMDP.5.2 Qualification Requirements and Responsibilities for SpecialistsThe monitoring consultant shall have at least 4 qualified specialists with degrees insocial sciences, economics, statistics and other related majors, among whom 2 ormore shall have masters degrees or above. The Monitoring consultant shall alsoensure the stability of the specialists. The four specialists are expected to provide atotal of 28 person-months of consulting services. In order to ensure that the
consulting team can complete the consulting task with high quality, the on-siteperson-month inputs shall not be less than 40% of the total person-month of thespecialists in principle. The specific qualification requirements and mainresponsibilities of specialists include but not limited to:1. Resettlement and Ethnic minority expert/ Project LeaderThe project leader shall have (i) with a masters degree or above in social science orsimilar fields (ii) have at least 10 years of work experience in social developmentand social safeguards (iii) be familiar with ADB projects and ADB resettlementsafeguard policies and procedures (iv) Familiar with the relevant requirements ofADBs gender policy (v) Proficiency in spoken and written English, including writingEnglish reports in accordance with ADBs requirements.The project leader will undertake the following tasks:a) lead all the activities of the consulting team
b) lead and set up the monitoring methodology, including design of baselineand tracer surveysc) work and coordinate with relevant agencies and/or bodies within the projectto implement the task of ME activitiesd) lead and conduct the ME activities and required surveys to collect dataand information at office and project sites, and then analyze the findingse) monitor the activities mentioned in the RP and EMDP to ensure that theyare being carried out in compliance with principles, requirements, andprocedures according to the respective plans and the governments lawsand/or regulationsf) provide inputs to the external resettlement and EMDP ME reports, which

would include progress, challenges and/or bottlenecks duringimplementation and propose solutions and/or recommendations toaddress these issues andg) participate in ADB review missions, if required2. Resettlement expertResettlement experts shall: (i) have a masters degree or above in sociology orsimilar fields (ii) have at least 10 years of work experience in social developmentand social safeguards (iii) be familiar with ADB resettlement safeguard policies andimplementation procedures (iv) proficient English speaking and writing skills,including writing English reports in accordance with ADBs requirements.The specialist will undertake the following tasks:a) conduct the ME activities and required surveys to collect data andinformation at office and project sites, and then analyze the findings
b) monitor the activities mentioned in the LURTF and RP/DDR to ensure thatthey are being carried out in compliance with principles, requirements, andprocedures according to the respective plans and the governments lawsand/or regulations and monitor the compensation payments and livelihoodrestoration of the affected personsc) prepare external resettlement ME reports which include conclusions andrecommendationsd) discuss findings with the PMO and IAs to reach agreement on follow-upactionse) participate in ADB review missions, if required andf) conduct any other duties assigned by the team leader.3. Thesemiannual monitoring will continue until one year after implementing the Land UseRights Transfer Plan, the Resettlement Plan, the Resettlement Due DiligenceReport, and the Ethnic Minority Development Plan. At that time, a completion reportwill be submitted to assess the implementation and overall effectiveness of theabove plans and evaluate whether the affected peoples livelihoods have improvedor at least returned to their original level.6. Specific Time and Requirements for DeliverablesAccording to the requirements of PMO and ADB, the consultant should submit anexternal monitoring report (including baseline survey reports, monitoring reportsand completion reports) to ADB and PMO semiannually or annually, on the basis ofimplementation and internal monitoring reports of the Land Use Rights Transfer
Plan, the Resettlement Due Diligence Report, the Resettlement Plan and the EthnicMinority Development Plan.The Resettlement Monitoring Report and the Ethnic Minority DevelopmentMonitoring Report are two independent reports that need to be submitted separately.At the same time, the Ethnic Minority Development Monitoring Reports are requiredevery six months until the project is completed. The reports are subject to theADBsrequirements and receiving its no objection from ADB. 一项目背景贺 州 市 是 广 西 壮 族 自 治 区 内 最 不 发 达 的 城 市 之 一 ， 过 去 的 工业 生 产 和 采 矿 活 动 严 重 破 坏 了 矿 区 自 然 环 境 ， 采 矿 业 的 衰 退 也 对社 会 服 务 和 就 业 产 生 了 巨 大 的 负 面 影 响 。 同 时 ， 随 着 经 济 增 长 ，人 们 对 高 质 量 卫 生 健 康 系 统 的 需 求 也 在 增 加 ， 但 贺 州 市 医 疗 资 源分 布 不 平 衡 ， 基 层 医 疗 卫 生 服 务 相 对 不 足 。 为 改 善 可 达 山 矿 区 的自 然 环 境 ， 满 足 平 桂 区 的 医 疗 卫 生 需 求 ， 贺 州 市 决 定 与 亚 洲 开 发银 行 合 作 ， 申 请 一 笔 贷 款 ， 用 于 实 施 广 西 贺 州 可 达 山 矿 区 生 态 修复 及 可 持 续 发 展 项 目 。项 目 以 贺 州 矿 区 的 可 持 续 发 展 为 目 标 ， 从 生 态 修 复 公 共 服务 等 领 域 进 行 投 资 建 设 ， 并 探 索 相 关 领 域 的 政 策 研 究 能 力 建 设
创 新 与 发 展 等 ， 由 可 达 山 和 平 桂 2 个 子 项 目 组 成 。 项 目 执 行 机 构为 贺 州 市 人 民 政 府 ， 项 目 实 施 机 构 为 平 桂 区 人 民 政 府 和 广 西 贺 州市 矿 业 投 资 集 团 有 限 公 司 ， 项 目 业 主 为 广 西 贺 州 市 矿 业 投 资 集 团有 限 公 司 贺 州 市 平 桂 城 市 建 设 投 资 有 限 公 司 。 贺 州 市 人 民 政 府成 立 了 贺 州 市 项 目 办 ， 对 项 目 的 准 备 和 实 施 提 供 全 面 的 指 导 监督 协 调 和 管 理 。 项 目 建 设 期 为 2023 年 至 2028 年 。 项 目 总 投 资估 算 为 151245.73 万 元 人 民 币 ， 其 中 申 请 亚 洲 开 发 银 行 贷 款8424.6 万 欧 元 折 合 人 民 币 约 64869.42 万 元 。 项 目 贷 款 已 于2022 年 3 月 29 日 生 效 。本 项 目 属 于 非 自 愿 移 民 保 障 和 原 住 民 少 数 民 族 发 展 B类 项 目 。

在 项 目 准 备 期 间 ， 针 对 可 达 山 子 项 目 ， 贺 州 市 矿 投 集 团 于2021 年 7 月 编 制 了 土 地 使 用 权 流 转 框 架 。 同 时 由 于 平 桂 区子 项 目 征 地 移 民 工 作 正 在 实 施 过 程 中 ， 并 已 部 分 完 成 ， 平 桂 区 政府 于 2021 年 4 月 已 为 完 成 的 征 地 拆 迁 和 移 民 安 置 工 作 编 制 移 民安 置 尽 职 调 查 报 告 ， 并 确 认 在 未 来 实 施 的 征 地 过 程 和 补 偿 标 准 符合 亚 洲 开 发 银 行 的 社 会 安 全 保 障 政 策 。 在 项 目 实 施 期 间 ， 外 部 监测 机 构 将 依 据 亚 行 同 意 的 更 新 移 民 安 置 计 划 ， 尽 责 调 查 报 告 以 及土 地 使 用 权 流 转 计 划 等 ， 对 项 目 内 容 下 的 所 有 涉 及 征 地 和 移 民 安置 的 子 项 目 开 展 监 测 评 估 工 作 。少 数 民 族 发 展 计 划 已 向 项 目 区 内 的 少 数 民 族 公 布 ， 并 于 2021年 7 月 29 日 在 亚 洲 开 发 银 行 网 站 上 公 示 。
现 需 聘 请 外 部 监 测 机 构 对 上 述 行 动 计 划 和 更 新 的 实 施 情 况进 行 监 测 和 评 估 ， 并 提 出 相 应 的 意 见 和 建 议 ， 确 保 项 目 顺 利 实 施 。二项目产出产 出 1： 实 施 自 然 友 好 型 措 施 ， 减 少 可 达 山 原 矿 区 的 污 染 。作 为 可 达 山 子 项 目 的 产 出 ， 将 支 持 采 取 自 然 友 好 型 措 施 ， 改 善 可达 山 原 矿 区 的 环 境 ， 并 发 展 长 期 监 测 环 境 和 污 染 的 能 力 。 该 产 出包 括 拆 除 废 弃 的 污 染 性 采 矿 设 施 废 物 和 尾 矿 恢 复 受 损 或 裸 露的 地 表 ， 包 括 种 植 树 木 和 植 被 建 设 现 场 处 理 和 稳 定 场 以 及 填 埋场 ， 以 处 理 移 除 的 采 矿 废 物 和 尾 矿 ， 并 在 处 理 后 关 闭 处 理 场 和 填埋 场 利 用 基 于 自 然 的 解 决 方 案 处 理 受 污 染 的 地 表 水 在 可 达 山

1. Project BackgroundHezhou city is one of the least developed cities in Guangxi Zhuang AutonomousRegion. In the past, industrial production and mining activities have caused severedamage to the environment of Hezhou mining area, and the declining miningindustry took a toll on social services and employment. At the same time, Hezhoucity has witnessed its economic growth, followed by its peoples increasingdemands for high-quality health systems. However, Hezhou city has been troubledby unevenly distributed medical resources and limited primary medical care andhealth services. To improve the natural environment of Hezhou Kedashan MingArea and meet the medical and health needs of Pinggui District, Hezhou citydecided to cooperate with Asian Development Bank (ADB), applying for a loan,which will be used for the implementation of Guangxi Hezhou EnvironmentRestoration and Sustainable Development Project.
The project aims to achieve the sustainable development of Hezhou Mining Area,carry out investment and construction in ecological restoration and public service,and explore policy research, capacity building, and innovation and development inrelated fields. This project includes two sub-projects. They are Hezhou Kedashansub-project and Pinggui sub-project. The project executing agency (EA) is HezhouPeoples Government. The implementing agencies (IAs) are Pinggui DistrictPeoples Government and Guangxi Hezhou Mining Investment Group Co., Ltd. Theproject implementation units (PIU) are Guangxi Hezhou Mining Investment GroupCo., Ltd. and Hezhou Pinggui Urban Construction Investment Co., Ltd. HezhouMunicipal Peoples Government has established the Hezhou Municipal ProjectManagement Office (PMO) to provide comprehensive guidance, supervision,coordination and management for the preparation and implementation of theproject.The project construction period is from 2023 to 2028. The total investment of the
project is expected to be RMB 1512.4573 million, of which the ADB loan is 84.246million euros (equivalent to RMB 648.6942 million). The project loan becameeffective on March 29, 2022.Both involuntary resettlement and indigenous peoples (Ethnic minority) safeguardsof the Project are categorized B.During the preparation of the project, Hezhou Mining Investment Group Co., Ltd.prepared the Land Use Rights Transfer Framework in July 2021 for KedashanSubproject. Meanwhile, as the land acquisition and resettlement work of the PingguiDistrict sub-project is in the process of implementation and has been partiallycompleted, the Pinggui District government has prepared the resettlement due

diligence report for the completed land acquisition and resettlement in April 2021,and confirmed that the land acquisition process and compensation standardsimplemented in the future are in line with ADBs Social Safeguard Policies. Duringthe implementation of the project, the external monitoring agency will monitor andevaluate all sub-projects involving land acquisition and resettlement under theproject in accordance with the updated resettlement Plan, due diligence report andland use right transfer plan agreed by ADB.The Ethnic Minority Development Plan (EMDP) was announced to Ethnic minoritiesin the project area and published on the ADBs official website on July 29, 2021.Its required to hire an external monitoring agency to monitor and evaluate theimplementation of the above-mentioned action plans and their updates, and putforward corresponding opinions and suggestions to ensure the smoothimplementation of the project.
2. Project OutputsOutput 1: Nature-friendly measures to reduce pollution in the Kedashanformer mineral mining area implemented. Output 1, comprising the Kedashansubproject, will support nature-friendly measures to improve the environment of theKedashan former mineral mining area, and develop the capacity to monitor theenvironment and pollution in the long-term. The output includes removal ofabandoned polluting mining facilities, wastes, and tailings restoration of damagedor exposed ground surface, including planting of trees and vegetation constructionof onsite treatment and stabilization of a plant and landfill to treat the removedmining wastes and tailings, and closure of the plant and landfill after treatmentnature-based treatment of polluted surface water development of a long-termenvironment and pollution monitoring system in Kedashan, and commencement ofmonitoring and formulation of practical guidance for nature-based improvement ofHezhous mountain areas environment.
Output 2: Institutional mechanisms, skills capacities, and facilities in healthand elderly care strengthened. The output, part of the Pinggui subproject, willstrengthen Hezhous county-level institutions, working mechanisms, andstakeholders capacities to deliver high-quality health and elderly care. For healthcare, the output will support the design of a practical institutional workingmechanism and system to build a medical community, through which the PingguiWorkers Hospital (PWH) will coordinate support to strengthen the quality andcapacity of township and village-level primary health care establishment of amedical community information platform at PWH, connected with Pingguistownship and village-level public medical institutions construction of PWH, acounty-level Second Class A general public hospital development of administration

capacity of managers and technical capacity of doctors, nurses, health-careworkers, and staff of PWH to deliver high-quality services upgrade of equipment ofnine township-level hospitals to improve primary care service delivery and qualityand provision of training to build the technical capacity of township and village-levelrural hospital staff to improve primary care service quality. For elderly care, theoutput will support the construction of PIHECC establishment of workingmechanisms and integration of medical and elderly care at PIHECC, includingadministration and operation capacity training for the centers administrators andmanagers and development of technical capacity of PIHECC health-care staff(doctors, nurses, caregivers) to deliver high-quality services. The constructedproject facilities will be green (certified as Chinese Green Building Standard CGBSStar-2 after operation) and inclusive (considering the needs of women, persons withdisabilities PWDs, the elderly, and ethnic minorities). The facilities will adoptbuilding information modeling for lean building construction and operation and
maintenance (OM), including green procurement.Output 3: Green and health care-related skills development institutionsestablished. As part of the Pinggui subproject, the output 3 will help Hezhouprovide Pinggui residents with nondegree vocational skills developmentopportunities to match the latest market needs, including green and healthcare-related skills. To offer the required nondegree training, the government willconstruct the KSSC, which will be green (certified as CGBS Star-2 after operation)and inclusive (considering the needs of women, PWDs, the elderly, and ethnicminorities). The output will support an operational study to optimize training qualityat the KSSC based on demand, including skills certification mechanisms, a humanresource development plan, and course setting in potential collaboration with localprivate companies preparation of a training plan for KSSC managers and teachersand provision of equipment required for course and training delivery.
3. Purpose and Requirements of Consulting Services(I) PurposeExternal monitoring and evaluation aims: to monitor and evaluate the effectiveness, influence and sustainability of landuse right transfer, land acquisition, compensation and resettlement measures,among others to monitor and evaluate the implementation and the achievement of thepurpose of the EMDP reflect whether these activities meet the requirements ofproject safeguard policies and put forward remedial suggestions and measuresbased on monitoring and evaluation results to ensure the implementation effect.(II) Requirements

The external monitoring agency is required to monitor the implementation of theLand Use Rights Transfer Plan, Resettlement Plan and Due Diligence Report, andthe EMDP semiannually or annually per ADBs Social Safeguard Policies anddomestic-related requirements, and to provide suggestions to the executing agency,the implementing agencies and the PIUs according to their implementation andcompliance issues.4. Contents of Consulting ServicesIn accordance with ADBs Social Safeguard Policies and domestic-relatedrequirements, the external monitoring agency should ( but not limited to): Monitor and evaluation the implementation compliance of the Land Use RightsTransfer Plan, resettlement plan, resettlement due diligence report, and EthnicMinority Development Plan Fill in resettlement monitoring information form and submit the externalmonitoring report as required by ADB according to the project progress

The consulting services conducted by the external monitoring agency according tothe implementation of Kedanshan subprojects Land Use Rights Transfer Plan areas follows:(i) Baseline Monitoring: Before the start of civil engineering works of theKedashan subproject, the external monitoring works are as follows: to participate in the negotiation of land use rights transfer among the BaishaCommunity, Chaqing Village and the PIU, and promote the conclusion of the landuse rights transfer agreements to review whether the terms of agreements comply with the Land Use RightTransfer Plan, relevant national laws and regulations, and ADBs related practices

to confirm that the ground attachment (including trees, shed and otherconstructions) compensation conform to compensation standards agreed upon inthe Land Use Right Transfer Plan. If there is any gap, it should be confirmed withthe PIU before the projects implementation, and the solution should be submitted tothe PMO and ADB to incorporate the baseline monitoring report into the first external monitoringreport.(ii) Semi-annual or annual Monitoring: In the project implementation process, theexternal monitoring agency will use the way of on-site inspections to carry outsemi-annual or annual monitoring of the implementation of the Land Use RightsTransfer Plan. Monitoring works are as follows: to negotiate with affected communities and households and confirm the amountof fees of the land use rights transfer and verify the payments of compensation to supervise the PIUs organization arrangement of the land use rights transfer
to evaluate the influence of the land use right transfer on communities to supervise the PIU to negotiate with the public on the land use rights transfer,and evaluate the publics satisfaction to monitor the transfer and lease of the land use rights of the PIU and, to ensure the functioning of the grievance redress mechanism (GRM).(iii) Participate in the Public Consultation: Through participation in the publicconsultation in the project implementation process, the external monitoring agencywill evaluate the effectiveness of the public participation and the implementation ofthe land use rights transfer. At the same time, the external monitoring agency willalso monitor, evaluate and report key consultation meetings (including consultationmeetings in the negotiations on land use right transfer agreements) to evaluatewhether the land use rights transfer plan is complied with.(iv) Reporting: According to the requirements of the PMO and the ADB, based on
the information obtained from the monitoring and on-site surveys, the externalmonitoring agency shall prepare external monitoring reports, and submit the reportto the PMO and the ADB in a regular and timely manner.4.2 Monitoring on Pinggui Subprojects Resettlement Plan and Due DiligenceReportThe consulting services conducted by the external monitoring agency according tothe implementation of Pinggui subprojects Resettlement Plan and ResettlementDue Diligence Report are as follows:(i) Baseline Monitoring: Before the start of the civil engineering works for thePinggui subproject, the external monitoring works are as follows: to conduct a baseline survey on the affected areas of land acquisition and

demolition, and collect detailed information of all affected people (including familypopulation, housing construction, the income and expenses structure, means oflivelihood and family living environment, etc.) and baseline data (including thecurrent situation and compensation expense of affected land, buildings, structuresand ground attachments) to prepare baseline survey reports, as the basis of resettlement workassessment and incorporate it into the first external monitoring report.(ii) Semi-annual or annual Monitoring: The external monitoring agency will carryout semiannual or annual monitoring on implementing resettlement plan andresettlement due diligence report. The monitoring will be conducted through on-siteobservation, follow-up survey, and interviews with the affected people in line withthe survey situation in affected areas (the survey sample size will be sampledaccording to ADBs requirements). The contents of monitoring will includemonitoring the resettlement of affected households, the resettlement of production,the resettlement of affected enterprises and public sectors, the vulnerable groups,
affected peoples recovery of living standards, the operation of resettlementagencies and so on. Specific contents include the following aspects: the payment ofcompensation, the implementation of technical skills training, the restoration ofaffected peoples livelihood, on-site housing construction process and facilities,on-site relocation of newly-built houses, resettlement organization structure andcapabilities, the usage of compensation, the benefits of affected people from theproject, the redressing of grievances about land acquisition resettlement, etc.(iii) Participation in Public Consultation Meetings: The external monitoringagency will participate in some public consultation meetings during theimplementation of resettlement plan and due diligence to evaluate the results andeffectiveness of public participation and consultation.(iv) Follow-up Surveys and Propose Remedial Measures: The externalmonitoring agency needs to conduct follow-up surveys semi-annually duringresettlement implementation, visit the affected villages (communities) regularly,follow up on the process of the relevant governments and implementing agencies in
redressing grievances, and evaluate the implementation effect of resettlement. Ifany problems are found in the monitoring and evaluation, remedial measuresshould be proposed to the PMO and the ADB to guarantee the effectiveimplementation of resettlement.(v) Reporting: According to the requirements of the PMO and theADB, the externalmonitoring report shall be prepared semiannually during the implementation periodbased on the information obtained from the monitoring and on-site surveys, andsubmitted to the PMO and the ADB in a regular and timely manner, and the annualreport shall be submitted in two years after the completion of the resettlement work.4.3 Monitoring on the Ethnic Minority Development PlanThe consulting services conducted by the external monitoring agency according tothe implementation of the EMDP are as follows:

(i) Baseline Monitoring: Within one month after signing the contract, the externalmonitoring works conducted by external monitoring agency are as follows: to conduct a baseline survey on the project to collect the detailed informationand baseline data on Ethnic minority populations, women, low-income groups andpeople with disabilities to prepare baseline survey reports to assess the implementation of the EMDP,and incorporate it into the first external monitoring report.(ii) Semi-annual Monitoring: The external monitoring agency will carry outsemiannual or annual monitoring of the implementation of the EMDP. Themonitoring will be conducted in the way of follow-up surveys, interview with relevantstakeholders, etc. The contents of the monitoring will include living and productionenvironment, employment situation, health care facilities and service level, technicalskills training, the feasibility and comfort of project facilities for female workers andvisitors, female work quota, critical gender targets, related organizational structure
and capability developing, benefits of the ethnic minorities from the project, thegrievance handling related to the EMDP, etc.(iii) Participate in Public Consultation Meetings: The external monitoring agencywill participate in public consultation meetings during the implementation of EMDPto evaluate the results and effectiveness of public participation and implementationof EMDP.(iv) Follow-up Surveys and Proposal on Remedial Measures: The externalmonitoring agency needs to conduct follow-up surveys semi-annually in project area,visit the communities and stakeholders regularly, follow up on the process of therelevant governments and implementing agencies in redressing grievances, andevaluate whether the implementation is complied with EMDP. If any problems arefound in the monitoring process, remedial measures should be proposed to thePMO and the ADB to guarantee the effective implementation of EMDP.(v) Reporting: Based on the implementation of the EMDP, and the internal
monitoring report and surveys, the external monitoring agency should prepareexternal monitoring reports and the completion report in accordance with therequirements of the PMO and the ADB, and submit the report to the PMO and ADBin a regular and timely manner.4.4 Trainings and Capacity buildings(i) Before the project construction starts, the external monitoring agency shallprovide technical training to the IAs, PIUs and Contractors engaged in relevant work,including laws and regulations on resettlement, land use right transfer plan,resettlement due diligence report, EMDP, etc.(ii) During the implementation of the project, the external monitoring agency shallconduct thematic discussion and training with the representatives of IAs, PIUs andContractors for the problems of resettlement and EMDP.

5. Qualifications and Service Period of Consultants5.1 Consultants Qualifications RequirementAt least 5 years of similar experience and performance in loan projects ofinternational financial organizations completed or is implementing at least 3monitoring works of international financial loan projects those with similarexperience with ADBs or the World Banks projects in China are preferred familiarwith ADBs implementation and monitoring requirements for Resettlement Plan andEMDP.5.2 Qualification Requirements and Responsibilities for SpecialistsThe monitoring consultant shall have at least 4 qualified specialists with degrees insocial sciences, economics, statistics and other related majors, among whom 2 ormore shall have masters degrees or above. The Monitoring consultant shall alsoensure the stability of the specialists. The four specialists are expected to provide atotal of 28 person-months of consulting services. In order to ensure that the
consulting team can complete the consulting task with high quality, the on-siteperson-month inputs shall not be less than 40% of the total person-month of thespecialists in principle. The specific qualification requirements and mainresponsibilities of specialists include but not limited to:1. Resettlement and Ethnic minority expert/ Project LeaderThe project leader shall have (i) with a masters degree or above in social science orsimilar fields (ii) have at least 10 years of work experience in social developmentand social safeguards (iii) be familiar with ADB projects and ADB resettlementsafeguard policies and procedures (iv) Familiar with the relevant requirements ofADBs gender policy (v) Proficiency in spoken and written English, including writingEnglish reports in accordance with ADBs requirements.The project leader will undertake the following tasks:a) lead all the activities of the consulting team
b) lead and set up the monitoring methodology, including design of baselineand tracer surveysc) work and coordinate with relevant agencies and/or bodies within the projectto implement the task of ME activitiesd) lead and conduct the ME activities and required surveys to collect dataand information at office and project sites, and then analyze the findingse) monitor the activities mentioned in the RP and EMDP to ensure that theyare being carried out in compliance with principles, requirements, andprocedures according to the respective plans and the governments lawsand/or regulationsf) provide inputs to the external resettlement and EMDP ME reports, which

would include progress, challenges and/or bottlenecks duringimplementation and propose solutions and/or recommendations toaddress these issues andg) participate in ADB review missions, if required2. Resettlement expertResettlement experts shall: (i) have a masters degree or above in sociology orsimilar fields (ii) have at least 10 years of work experience in social developmentand social safeguards (iii) be familiar with ADB resettlement safeguard policies andimplementation procedures (iv) proficient English speaking and writing skills,including writing English reports in accordance with ADBs requirements.The specialist will undertake the following tasks:a) conduct the ME activities and required surveys to collect data andinformation at office and project sites, and then analyze the findings
b) monitor the activities mentioned in the LURTF and RP/DDR to ensure thatthey are being carried out in compliance with principles, requirements, andprocedures according to the respective plans and the governments lawsand/or regulations and monitor the compensation payments and livelihoodrestoration of the affected personsc) prepare external resettlement ME reports which include conclusions andrecommendationsd) discuss findings with the PMO and IAs to reach agreement on follow-upactionse) participate in ADB review missions, if required andf) conduct any other duties assigned by the team leader.3. Monitoring expert (2 persons)Monitoring experts should have: (i) a bachelors degree or higher in social sciences
or related fields (ii) 5 years of work experience in field investigation and dataanalysis.The monitoring experts will:a) assist project team leader and resettlement experts in carrying out themonitoring on the implementation of the RP and EMDP to ensure that theirimplementation is in accordance with the relevant plansb) under the guidance of the project team leader and resettlement expert,carry out field surveysc) analyze the data collected from the field surveysd) provide assistance to the project team leader and resettlement expert for

the preparation of the external resettlement and EMDP ME reports ande) conduct any other duties assigned by the social and project team leaderand resettlement expert. The project construction period is from 2023 to 2028. It is estimated that this servicewill start from the date of signing up the contract up to March 30, 2028. Thesemiannual monitoring will continue until one year after implementing the Land UseRights Transfer Plan, the Resettlement Plan, the Resettlement Due DiligenceReport, and the Ethnic Minority Development Plan. At that time, a completion reportwill be submitted to assess the implementation and overall effectiveness of theabove plans and evaluate whether the affected peoples livelihoods have improvedor at least returned to their original level.6. Specific Time and Requirements for DeliverablesAccording to the requirements of PMO and ADB, the consultant should submit anexternal monitoring report (including baseline survey reports, monitoring reportsand completion reports) to ADB and PMO semiannually or annually, on the basis ofimplementation and internal monitoring reports of the Land Use Rights Transfer
Plan, the Resettlement Due Diligence Report, the Resettlement Plan and the EthnicMinority Development Plan.The Resettlement Monitoring Report and the Ethnic Minority DevelopmentMonitoring Report are two independent reports that need to be submitted separately.At the same time, the Ethnic Minority Development Monitoring Reports are requiredevery six months until the project is completed. The reports are subject to theADBsrequirements and receiving its no objection from ADB. All reports must besubmitted in 1 Chinese and English electronic edition, and 5 Chinese and Englishcolor printing and stamped editions. The specific delivery time can be seen in thefollowing table:
