NOTICE OF INVITATION FOR PREQUALIFICATION
近年来，随着首都北京金融业的快速增长，需要增加新的金融发展承载空间，为此北京市委、市政府下发了《关于促进金融产业发展的意见》，未来的北京将呈现“一主一副三新四后台”的金融业空间格局。 “一主”是指金融街作为金融主中心区，“一副”是北京商务中心区(CBD)作为金融副中心区， “三新”是新增海淀中关村西区、东二环交通商务区、丰台丽泽商务区作为北京市新兴科技金融功能区，“四后台”是四个金融后台服务园区，包括海淀稻香湖、朝阳金盏、通州新城、西城德胜金融后台服务园区。
The recent boosting of financial business in Beijing necessitates to enlarge the space for banking development. To this end, the CPC Beijing Municipal Committee and Beijing Municipal Government have jointly made “suggestions for promoting the development of banking industry”, with Beijing’s spatial pattern of financial business structured to consist of a banking street as main central finance district, Beijing CBD as subcentral finance district, Haidian West Zhongguancun District, East Second Ring Road Traffic Business District and Fengtai Lize Business District as promising high-tech and finance districts, and Haidian Daoxianghu, Chaoyang Jinzhan, New Tongzhou City and Xicheng Desheng as financial service background districts.
为了更好地落实《关于促进金融产业发展的意见》中所确定的发展目标，强化规划引导和控制，落实金融业功能的空间定位，指导丽泽金融商务区的开发建设，保证一个充满活力而富有特色的现代化金融商务中心区的形成，现丰台区丽泽商务区开发建设指挥部办公室组织规划方案的国际公开征集，面向全球公开邀请具有丰富的城市中央商务区或大型金融商务区的城市规划、城市设计以及交通规划设计经验的规划设计机构或由上述设计机构组成的联合体前来参加资格预审，并通过资格预审选取5个左右应征设计人参加本次设计方案征集活动，提交应征设计方案。力求通过方案征集，集思广益，站在时代的高度，汲取国内、国外最新的金融商务区的城市规划、城市设计、交通组织设计经验，寻求北京及丰台区现代城市空间的个性和新的城市文脉，塑造出具有“生态办公、人车分流、职宿休闲一体”三大特色的丽泽金融商务区。
To meet the objectives of the aforesaid “suggestions for promoting the development of banking business”, intensify the guidance and regulation of planning, achieve the spatial orientation of proposed financial functions, instruct the development of Lize Finance & Business District, and ensure the formation of a robust and modern finance & business district full of regional characteristics, we are hereby inviting worldwide planning/design firms highly experienced in the urban planning/design and traffic planning/design of central business districts or large finance & business districts, or consortiums of such firms, to apply for prequalification, which will culminate in prequalifying about 5 firms or consortiums as Participants. The solicitation is intended to establish Lize Finance & Business District for “environment-friendly offices, separate pedestrian and vehicle circulations, combined dormitory and leisure functions” by pooling all useful opinions, drawing upon the latest experience in the urban and traffic planning/design of finance & business districts both at home and abroad, and seeking for the personality and new city culture of Beijing and Fengtai’s modern urban spaces.

项目位置：丽泽金融商务区（以下简称商务区）地处西二、三环路之间，规划范围为原卢沟桥东区行政边界范围，以丽泽路为主线，东起菜户营桥，西至丽泽桥以西原卢沟桥东区行政边界，南起丰草河，北至宣武区红莲南路。
Location of project:Lize Finance & Business District (referred to as “FBD” hereinafter) is located between West Second and Third Ring Roads, with the study area defined by the administrative boundaries of the former East Lugouqiao township centering around Lize Road, from Caihuying Bridge in the east to the administrative boundary of the former East Lugouqiao township west of Lize Bridge, and from Fengcao River in the south to Hongliannan Road in Xuanwu District in the north.

二、应征申请人的资格
Eligibility and Qualification of APPLICANTs
1．应征申请人须为合法注册的法人实体或由合法注册的法人实体组成的项目联合体；
The Applicant shall be a legally registered entity or a consortium formed by legally registered entities;
2．应征申请人应有与本项目的建设规模或功能性质相类似的城市规划、城市设计和交通规划设计经验；
The Applicant shall be experienced in the urban and traffic planning/design of similar projects in scale or function;
3．中华人民共和国境内的规划或设计机构须具有城市规划编制甲级或建筑行业建筑工程设计甲级企业资质，中华人民共和国境外的规划或设计机构须具有所在国颁发的从事城市规划设计、建筑设计的相应资质。
A domestic Applicant based within the People’s Republic of China shall have a Level A license for urban planning or architectural design, and a foreign Applicant shall have a counterpart license for urban planning or architectural design issued by his country.
三、应征资格预审文件的获取
Obtaining of Prequalification Document
有兴趣的应征申请人可自中国北京时间（下同）2008年11月7日至20日按以下方式获取资格预审文件：
The Prequalification Document can be obtained by the interested Applicants, from 7th to 20th November 2008 (Beijing Time throughout this document), in either of the following ways:
1．现场获取：

按上述征集联系地点2008年11月7日至20日期间（法定节假日除外)，每周一至周五9:00—11:30，13:30—16:00获取资格预审文件。
The Prequalification Document can be claimed at the address stated above at 9:00~11:30 and 13:30~16:00 on weekdays from 7th to 20th November 2008 (save for legal holidays).

四、资格预审申请文件的递交时间
Deadline for Submission of Application for Prequalification
对本项目有兴趣的应征人请于2008年11月18日12:00前，将有关的资格预审申请的表格通过电子邮件的方式传交给征集代理机构。并请于2008年11月21日12:00前将资格预审申请的文本文件送达征集代理机构。
The interested Applicant shall send his application for prequalification, by E-mail, to the Solicitation Agent before 12:00 on 18th November 2008, and subsequently deliver a printed file of such to the Solicitation Agent before 12:00 on 21st November 2008.
五、其它条款
Other Matters
1．本次规划设计方案征集的主办单位将向通过资格预审、按要求提交了有效设计方案的应征人支付应征补偿费80万元（含税），同时设立优胜设计方案奖2名，并支付一定数量的奖金。
The Organizer will pay compensation in the amount of RMB800,000 (including taxes) to each prequalified Applicant having submitted a valid design proposal as required and additionally a money award to two prize winners.
2．对于此次北京丽泽金融商务区规划设计方案征集活动，每个应征申请人只应自己单独或作为某一个联合体的成员来参加应征。
Each Applicant shall submit only one application either by himself or as a partner of a consortium.
3．本征集公告使用中文和英文书写，但在中、英文两种版本的意思表达不一致时应以中文版本为准。
The Notice is written in Chinese and English, and, in the event of any discrepancies between the Chinese and English versions, the Chinese version shall prevail.
4．本次规划设计方案征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。
The solicitation, including solicitation per se and any documents relating thereto, shall be governed only by the law of the People’s Republic of China.
