1．中国海洋石油总公司采办部采购招标中心和中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司湛江分公司委托，就东方13-2气田群开发工程项目的下列全新货物和有关服务进行国际公开招标, 现邀请投标人对下列货物和服务提交密封投标：
货物名称： 东方13-2气田群开发工程项目东方终端新增中控系统

交货期： 境内货物：2018年11月30日，境外货物：2018年11月15日
交货地点： 境内货物：东方13-2气田群开发工程项目海南东方终端现场；境外货物：海南省海口港
2．业绩和资格要求：
1)投标人必须是PCS或SIS系统的制造商。
2) 投标人应具有近十年内在海洋石油平台项目（含FPSO项目）或陆地终端项目或石油化工项目至少有2套中控系统(硬件和软件)成功运行2年以上（含2年）的业绩，并提供合同复印件和中控系统稳定运行2年（含）以上良好的用户运行证明文件。
投标人必须提供业绩支持文件，应包括但不限于：
a) 合同复印件（订单）；
b) 中控系统稳定运行2年（含）以上良好的用户运行证明文件。（用户运行证明文件需同时提供最终接收证书、最终调试报告和用户运行证书。证明文件中需要包括含设备名称、设备主要技术参数、用户名单、用户所在地国家（地区）等信息）。
c) 2年的定义为：2016年7月1日前(含7月1日)完成安装调试或投入运行。
3．主要技术要求：东方终端新增控制系统的PCS系统应基于DCS进行设计，ESD和FGS系统必须符合IEC61508、IEC61511的要求，安全等级满足SIL3，FGS系统还应满足NFPA72的要求。PCS系统的CPU模块、电源模块、网络设备、通讯模块、数据通讯总线必须采用1:1物理冗余配置。ESD和FGS系统的CPU模块、电源模块、网络设备、I/O模块、通讯模块、数据通讯总线必须采用1:1物理冗余配置。
4．有兴趣的合格投标人可通过以下方式获取招标文件：
从 2018年7月30日开始至2018年8月7日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。售后不退。如未在系统中领购招标文件，不可参加投标。本招标文件每套售价为2000元人民币或300美元，售后不退。
5．投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金并于2018年8月21日10:30时（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4层415号会议室，在此时间后收到的投标文件恕不接受。
6．开标时间：定于2018年8月21日10:30时（北京时间）开标。届时请参加投标的代表出席开标仪式。
7．开标地点：北京市东城区东直门外小街6号海油大厦4层415号会议室。

2.Qualification requirement:
1) The bidder must be the manufacturer of PCS or SIS systems.
2）At least two sets of Central Control Systems (hardware and software) that the bidder bidding for shall bear at least 2 years (2 years included) of successful operation performance of the project in Offshore Platform projects (FPSO project included),offshore terminal projects, or Petroleum and petrochemical projects within the latest ten years. And the bidder shall provide a copy of the contract （order）and good documentary evidence proving that the equipment of that type enjoys at least 2 years of stable operation.
Bidders shall provide performance support documents which shall include but not be limited to:
a) Copy of the contract (order);
b) Good documentary evidence to prove the type of central control system enjoys at least 2 years of stable operation in the latest ten years. ( Final acceptance certificate、final test report、user’s operation certificate are required at the same time. )Documentary evidence including information such as the name of equipment, main technical parameters of the equipment, user list, the country (region) where users’ locations belong to, etc.）
c) 2 years are defined as: complete installation and Commissioning or put into operation on or before July 1, 2016.
3.Main technical requirement:
Main technical requirements: The PCS design should be based onDCS, ESD and FGS must accord with the requirement of IEC61508,IEC61511, SIS to meet SIL3, FGS also meet the requirements of NFPA72 .The CPU module, power module, network equipment,communication module and data communication bus of PCS systemmust adopt 1:1 physical redundancy configuration.The CPU module,power module, network equipment, I/O module, communication module and data communication bus of ESD and FGS must adopt 1:1 physical redundancy configuration.
