中国政府已从世界银行获得一笔贷款，用于支付广西贫困片区农村扶贫试点示范项目的费用，并计划将其中的部分贷款用于支付该咨询服务。

项目管理咨询服务（以下称“服务”）包括计划管理、项目实施指导和检查、采购和合同管理、财务管理、项目报告管理、企业配套赠款项目管理、社会和环境安全保障管理等内容。预计咨询人月总数为200人月，合同自生效日起至2022年12月31日执行结束，共4年。

中仪国际招标有限公司受广西外资扶贫项目管理中心委托，现邀请合格的咨询顾问公司、机构（以下简称“咨询顾问”）表达他们提供相应咨询服务的兴趣。有兴趣的咨询顾问应当提供相应的材料，证明具备相应的资质和相关的经验能够胜任这项服务。

进入短名单的咨询公司应具备如下条件：⑴具有法人资格的实体或联合体；⑵具有良好的资信和业绩，近五年（2014年-2018年）至少承担过1个或以上的类似国际金融组织贷款项目管理咨询服务工作，提供已签订合同的复印件和雇主对完成成果的证明作为证明文件；⑶具有5名以上高级职称人员的研究咨询团队，具有项目管理咨询服务的工作基础和相应的专家团队；⑷具有相关项目管理咨询服务或国际金融组织贷/赠款项目经验者优先。

有兴趣的咨询顾问应当注意2011年1月出版，2014年7月修改的《世界银行借款人选择和聘请咨询顾问指南》以下称“咨询服务指南”）中的1.9段中规定的世行关于利益冲突政策的条款。

咨询顾问可以联合其它顾问公司，以联合体或者分包咨询顾问的形式提高他们的资质。

咨询顾问将根据咨询服务指南中规定的基于咨询顾问费用和质量的选择选择方式（QCBS）被选出。

Request for Expressions of Interest

The P.R.China has received financing from the World Bank toward the cost of the Guangxi Rural Poverty Alleviation Pilot Project, and intends to apply part of the proceeds for consulting services mentioned above.

The consulting services include Project Plan Management, Supervision and Inspection of Project Implantations, Procurement and Contract Management, Financial Management, Project Report Management, Grants Project Management for Enterprises, Social and Environmental Security Management etc. The estimated total number of staff-months is 200; the contract duration is 4 years from effective date to December 31,2022 .

Entrusted by Guangxi Foreign Capital Poverty Reduction Project Management Center (PMO), Instrimpex International Tendering Company (the “procurement agent”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: (a) The consultant shall be an entity or the Joint Venture with independent legal representative; (b) More than 1 similar International Financial Institution financed project experience in the past 5 years(2014-2018). The copies of the signed contract and the supporting documents of accomplishment shall be submitted; (c) No less than 5 specialists with senior professional title in the project-related fields; (d) Similar project management consulting services or project management of International Financial Institution financed/grant project experience is preferred.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (issued in January 2011 and revised in July 2014)(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
