1．中化建国际招标有限责任公司（以下简称“招标机构”）受中海石油（中国）有限公司委托，渤中19-4油田综合调整项目柴油消防泵撬开发项目的下列全新货物和有关服务进行国际公开招标，现邀请投标人对下列货物和服务提交密封投标：

项目概况：渤中19-4油田综合调整项目新建1座8腿井口平台BZ19-4WHPC，井口物流经计量、初步脱水后和BZ19-6WHPA来流在BZ19-4WHPC平台脱气后的液相物流同BZ19-4WHPB平台处理后物流一起通过混输海管，经BZ19-4WHPA、BZ25-1WHPA、BZ25-1WHPB，输送至HYSY113 FPSO上进一步处理成合格原油并储存。新建的BZ19-4WHPC平台与已建的BZ19-4WHPB平台栈桥连接，在与外方合作期结束后，BZ19-4WHPB平台所产物流超出本平台处理能力部分同BZ19-6WHPA来流一同输送至BZ19-4WHPC平台处理。BZ19-4WHPB平台分离出来的生产水超出本平台处理能力部分输送至BZ19-4WHPC平台处理后进行回注。BZ19-4WHPB平台分离出的伴生气除本平台使用外，输送至BZ19-4WHPC平台供透平使用。同时，渤中19-6凝析气田外输海管输送的物流在BZ19-4WHPB平台登陆后，通过栈桥接入至BZ19-4WHPC平台的脱气分离器，分离出的气相去燃料气系统供BZ19-4WHPC平台透平使用。

技术规格： 柴油消防泵应该是柴油机驱动的立式长轴泵，排量：800m3/h。

柴油消防泵特性曲线应该满足如下要求：在不少于65%的额定扬程时，流量不少于额定流量的150%；关死点扬程不大于额定扬程的140%；额定扬程应在100%额定流量的情况下实现。

交货期：2021年02月05日（国内）或2021年01月20日（进口）

交货地点：中国山东青岛黄岛建造场地（国内货物）或山东青岛港CIF（进口货物）

2．业绩和资格要求：

1) 柴油消防泵橇需按照中国强制性产品认证制度进行设计、制造、认证和检验。投标人应委托经国家认监委指定的认证机构对柴油消防泵组进行3C认证，并在设备交付时提供3C认证证书，设备本体需标有3C消防认证标志。

2) 投标人应在投标文件中提供立式长轴泵、柴油机、现场控制盘、齿轮箱设备的FM或UL证书（需要为同系列设备），以证明制造商在投标时同系列设备已取得FM或UL证书，设备交付时提供所交付设备的FM或UL证书，且设备铭牌需标有FM或UL的认证标志。

3) 投标人所投标的柴油消防泵橇应为制造商的成熟产品，买方不接受新试制产品。消防泵生产和成橇为同一制造商，制造商应具有至少2台套（限2009 年1 月1 日之后签订的合同，柴油消防泵橇，泵型式同本次投标相同，排量≥800m3/h，扬程≥120m），在海洋石油平台或FPSO运行2年及以上（从交货验收合格日期或使用方出具的运行时间证明文件起计）的业绩，并提供相应的书面材料（合同及调试验收报告或合同及使用方出具的有效证明文件）；上述文件中如未包含设备的扬程、排量、所在设施的名称及使用方信息，投标人应提供有效说明文件。

4) 投标人选配的柴油机应为厂家的成熟产品，买方不接受新试制产品。其中柴油机（相同系列）作为消防泵驱动设备至少有2 个项目在海洋石油平台或FPSO 成功运行2 年及以上的业绩。

5) 柴油消防泵需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。投标人应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS，Lloyd’s，DNV，CCS，BV）对柴油消防泵设备整体进行检验并获得检验证书。

未购买招标文件不允许参加投标。

3．有兴趣的合格投标人可通过以下方式获取招标文件：

从 2020年1月20日至2020年2月3日止，在中国海油采办业务管理与交易系统（https://buy.cnooc.com.cn）购买招标文件（电子版）。投标人须在线填写购买招标文件登记表，并在线支付标书款至指定账户。在线支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或300美元（收款人：中化建国际招标有限责任公司，美元开户行：交通银行北京分行和平里支行，美元账号：********查看详情********查看详情07037，SWIFTCODE:COMMCNSHBJG），售后不退。

6.本次招标公告同时在机电产品招标投标电子交易平台（www.chinabidding.com）上发布。

Project overview: A new 8-leg wellhead platform BZ19-4whpc wasbuilt in the development adjustment project of BZ19-4 oilfield. The wellheadlogistics was measured, dehydrated initially, and the liquid phase logistics ofBZ19-6whpa after degassification on BZ19-4whpc platform was transported to theHYSY113 FPSO for further processing into qualified crude oil and storagethrough the mixed sea pipe together with the processed logistics of BZ19-4whpbplatform.The newly built BZ19-4whpc platform is connected with the alreadybuilt BZ19-4whpb platform trestle. After the end of the cooperation period withthe foreign party, the product flow of BZ19-4whpb platform that exceeds theprocessing capacity of this platform is transported to BZ19-4whpc platform forprocessing along with the BZ19-6whpa inlet stream.The production waterseparated from BZ19-4whpb platform exceeds the processing capacity of thisplatform and is transported to BZ19-4whpc platform for treatment and refill.Theassociated gas separated from BZ19-4whpb platform is transported to BZ19-4whpcplatform for turbine use in addition to the use of this platform.At the sametime, after the landing of BZ19-4whpb platform, the logistics transported bythe offshore transport pipe of BZ19-6 condensate gas field will be connected tothe degassing separator of BZ19-4whpc platform through the trestle, and theseparated gas-phase fuel gas system will be used by the turbine of BZ19-4whpcplatform.

2.Qualificationrequirements:

1)TheDiesel Engine Driven Fire Water Pumpto design, manufacture, inspection andcertification in accordance with theChina mandatory product certificationsystem. The bidder shall entrust thecertification body designated by theNational Accreditation Authority for the3C certification of the Diesel EngineDriven Fire Water Pump, and provide the3C certification certificate when theequipment is delivered, and the equipmentbody shall be marked with the 3C firecertification mark.

2)TheBIDDER shall provide at least FM orUL certificates of the same series ofrelevant equipment (such as DieselEngine, Gearbox, Control panel and Verticalline shaft pump) at the biddingstage to prove that the manufacturer hasobtained FM or UL certificates of thesame series of equipment at the time ofbidding, and then shall provide the FMor UL Certificate of the contractequipment in delivery; the equipmentnameplate shall be marked with thecertification mark of FM or UL.

3)TheDiesel Engine Driven Fire Water Pump SKID provided by VENDOR shall be the mature products of themanufacturers, The newly trial products would not been accepted. Fire pump production andAssemble into skid for the same manufacturer ，The products (Limited to signing the contract after January 1,2009,the DieselEngine Driven Fire Water Pump skid, the Pump type is the same as this bidding, Capacity≥800m3/h and Pump Head ≥120m) provided by BIDDER shall have at least 2 sets of two yearsor more of successful performance (from the date of commissioning acceptance report orthe certificate issued by the user) on the Offshore Oil Platform or FPSO. The BIDDER shallprovide the relevant supporting documents (contract and commissioning acceptance reportor contract and the effective certificate issued by the user). If the pump head, pumpcapacity, the name of the facility and the user’s information arenot included in the abovedocuments, the bidder shall provide the valid documentation.

4)TheDIESEL ENGINE that BIDDER selectedshould be the manufacturer"s standardproducts, the newly trial products wouldnot been accepted. The DIESEL ENGINEthat drive fire water pump shall have atleast 2 projects of two years or moreof successful performance on the offshoreoil platform or FPSO.

5)TheDiesel Engine Driven Fire Water Pumpshall be designed, manufactured, certifiedand tested in accordance with therequirements of Safety Rules for OffshoreFixed Platform Issued by StateEconomic & Trade Commission. PRC (SETC). Suppliershall at his own costarrange inspection and obtain inspection compliancecertificate of The DieselEngine Driven Fire Water Pump from one of thecertifying agencies authorized by?COOOSO, which are ABS,?LIoyd"s, DNV,CCS, BV.
